This is a pre-solicitation for commercial items prepared in the format FAR Part 13 - Simplified Acquisition Procedures, supplemented with additional information included in this notice. THIS IS A PRE-SOLICITATION NOTICE, AND IT IS NOT A REQUEST FOR A QUOTE (RFQ). VENDORS SHOULD NOT SUBMIT FORMAL QUOTES UNTIL THE RFQ IS POSTED ON THIS WEBSITE.

The Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN 8), James A. Haley Veterans Hospital (JAHVH), Tampa, FL, intends to issue a Request for Quote (RFQ), brand name only DynaCAD 5 software manufactured by Philips. The additional products and services is needed to accommodate the increase of patients being treated at the hospital and its clinic.
The procurement is 100% Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. The NAICS code for this requirement will be 513210 with a size standard of $47 million. Any resultant contract will be effective for a base period of performance of one year only.
The tentative issue date for the actual solicitation is 12/27/2024, with a closing date of 12/31/2024. The Government is not obligated to issue a solicitation due to this notice. Quoters should continue to monitor SAM.gov for the RFQ and any subsequent Amendments to that RFQ. The Government intends to award a single firm fixed price contract with all terms, conditions, and provisions.
All respondents must be registered in the System for Award Management (SAM) database at http://www.sam.gov and complete online Representations and Certifications at http://www.sam.gov. Amendments to the solicitation will be posted at http://www.SAM.gov. Offerors must obtain all notices and amendments to the solicitation through this website. SDVOSBs must be registered and certified in VetCert. Interested parties must submit capability statements and authorization letters from the Original Equipment Manufacturer (OEM).
