1.0 Introduction
The Confederated Tribes of the Colville Reservation is a Sovereign Nation. Presidential Executive
Order established the Colville Indian Reservation in 1872, with a land base of 1.4 million aces,
located in North Central Washington State and additional off-reservation trust lands. The
Administrative Headquarters are located at the Colville Indian Agency Campus, approximately 2
miles south of Nespelem, WA with offices located throughout our reservation.
1.02 Proposal Deadline/Address/Contents
The Colville Tribal Health Care Authority (CTHCA) seeks proposals from qualified firms or
independent consultants to provide dedicated healthcare recruitment and workforce development
services for a two-year contract period.
The selected contract will serve as CTHCA’s primary recruitment partner and will be responsible for
recruiting healthcare professionals, developing workforce pipelines, improving recruitment
processes, and training designated CTHCA staff to assume recruitment responsibilities in the future.
The intent of this contract is not only to fill vacancies but to establish a sustainable healthcare
recruitment program that remains operational after completion of the contract.
1.03 About the Colville Tribal Health Care Authority
CTHCA provides healthcare services throughout the Colville Reservation and surrounding
communities through:
Primary Care Clinics
Dental Services
Behavioral Health Services
Substance Use Disorder Treatment Programs

Community Health Representative Program
Public Health Nursing
Pharmacy Services
Long-term Care Services
CTHCA serves a geographically large rural and frontier service area and operates multiple
healthcare facilities throughout the reservation.
2.0 Contract Term
The contract term shall be twenty-four (24) months from the date of execution.
Continuation beyond each fiscal year is contingent upon funding availability and approval
through the CTHCA budget process.
3.0 Scope of Work
3.01 Recruitment Services
Contractor shall provide active recruitment services for positions including but not limited to:
Medical Providers
Physicians
Nurse Practitioners
Physician Assistants
Medical Directors
Dental Providers
Dentists
Dental Hygienists
Dental Assistants
Dental Health Aide Therapists
Behavioral Health
Mental Health Therapists
SUD Professionals
Peer Counselors
Psychologist
Nursing
Registered Nurses
Licensed Practical Nurses
Public Health Nurses
Pharmacy
Pharmacists

Lab
Medical Lab Technicians
Emergency Medical Services
EMTs
Advanced EMTs
Paramedics

3.02 Recruitment activities
The Contractor shall:
Maintain active recruitment pipelines
Source candidates nationally
Conduct candidate outreach
Screen applicants
Participate in recruitment strategy meetings
3.03 Staff Training Requirements
A key deliverable of this contract shall be workforce knowledge transfer.
The Contractor shall train CTHCA Human Resources team to independently perform healthcare
recruitment functions.
Training shall include:
Healthcare recruitment fundamentals
Candidate sourcing techniques
Interview coordination
Recruitment marketing
Workforce pipeline development
Recruitment software utilization
Provider recruitment strategies
Rural healthcare recruitment methods
Tribal healthcare recruitment strategies
The Contractor shall provide:
Written training materials
Recruitment manuals
Monthly mentorship sessions
Hands-on recruitment training

At the conclusion of the contract, the designated employee shall be capable of independently
managing recruitment activities.
3.04 On-site presence
Contractor shall provide:
Weekly virtual meetings
Monthly recruitment reports
Quarterly on-site visits
4.0 Deliverables
The Contractor shall provide monthly reports including:
Vacancy reports
Recruitment activity reports
Candidate pipeline reports
Time-to-fill reports
Recruitment marketing activities
Workforce development activities
Training progress reports
Contractor shall also provide quarterly executive summaries to CTHCA leadership.
5.0 Required Experience
The Contractor shall demonstrate consistent, successful experience in:
Healthcare recruitment
Rural healthcare recruitment
Behavioral health recruitment
Provider recruitment
Workforce development
Preference shall be given to contractors with experience in:
Tribal Healthcare
Indian Health Services
638 healthcare programs
Federally Qualified Health Centers
Rural and frontier healthcare systems
6.0 Proposal Requirements
Proposals shall include:
Cover letter
Company Profile
Qualifications and Experience of company and parties assigned to account
Historical fill rates for similar positions.
Average time-to-fill for comparable roles.
Candidate retention rates (e.g., 90-day, 6-month, and 1-year retention).
Offer acceptance rates.

6.02 Placement Fee Model
Respondents shall identify any placement fees associated with successful hires.
Placement fees shall be identified separately for:
Physicians
Dentists
Advanced Practice Providers
Behavioral Health Providers Nursing Positions
Executive Leadership Positions
All other Healthcare Positions
Respondents shall clearly indicate:
Percentage of annual salary charged
Fixed placement fee amount
Guaranteed period
