Description

The Engineer Research and Development Center – Construction Engineering Research Laboratory (ERDC-CERL) has been tasked by the USACE Aquatic Nuisance Species Research Program to collect subsurface data and develop a 3D harmful algal bloom (HAB) tracking dashboard for advanced HAB monitoring and early detection to enable rapid emergency response mitigation efforts.



The objective of this effort is to obtain support services related to the storage, setup, deployment, routine and incidental maintenance of specialized government HAB program equipment (see attached GFP listing) as it is used by the government to collect subsurface HAB data at Lake Okeechobee, FL. In addition, the government seeks support for surface water sampling and analysis for the locations of the government equipment.



Please reference the attached written RFQ for full detail of the requirement as well as all applicable provisions and clauses.



The quote shall include the information required in FAR clause 52.212-1(b). In addition, quoters shall provide sufficient information for the Government to determine its level of confidence in the ability of the Quoter to satisfy the requirements of the RFQ based on an assessment of relevant harmful algal bloom (HAB) research experience. This may include



1. resumes/CVs of the proposed contractor personnel,

2. reference to journal articles or reports written by the proposed contractor personnel demonstrating an understanding of HAB development, monitoring, and mitigation, specifically highlighting experience with the history or dynamics of HABs in humid tropical/subtropical climate zones,

3. experience with water sampling and analysis and using instrumentation for HAB monitoring,

4. Any other related technical data
