This is a combined synopsis/solicitation for commercial construction services issued by the Air Force Research Laboratory/PZLEQ, Wright-Patterson Air Force Base, Ohio. This announcement constitutes the only solicitation being issued for the requirement described herein.

EVALUATION OF OFFERS:



The provision at FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services (Nov 2021), will be used to evaluate quotes received.





The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.





The following factors shall be used to evaluate offers:

(a) In order for this quote to be considered “Technically Acceptable” it must meet all specification requirements in the Statement of Work.





Offerors shall assume that the Government has no prior knowledge of its facilities, capabilities, and experience and will base the evaluation solely on the information presented in the Offeror’s proposal.





The Government reserves the right to award all, some, or none, of the items listed in this solicitation. The Government reserves the right to resolicit if results garner only one qualifying quote, if it’s determined to be in the best interests of the Government.

ADDITIONAL CONTRACT REQUIREMENTS:





All employees that perform work on this contract are subject to the prevailing wage rate according to locale where service is performed, as contained in wage determination 2025-0081, located at: SAM.gov





An organized site visit has been scheduled for Thursday, 21 August 2025 at 1:00 PM EST






  • All interested offerors shall email their full name and state issued ID information (driver’s license, State ID) to: michael.hornberger.1@us.af.mil NLT Friday, 15 August 2025 at 3:00 PM EST.






  • All interested offerors shall ensure their ID is REAL ID-compliant or bring one of the following in addition to their ID: U.S. Passport/Passport Card, U.S. Social Security Card, Original or Certified Birth Certificate. Failure to have a REAL ID-compliant identification or the combination listed will result in the individual being denied installation access. Visitors must be U.S. citizens.






  • A WPAFB, Area B map can be found in Attachment 4. Building 840 can be found in grid square J8 of map. Please be advised that gate 19B is closed and access to site visit shall enter the base through gate 22B (grid square K6). Please allow the necessary time to arrive at Building 840 at 1:00 PM EST.






  • All interested offerors shall bring questions regarding the requirement, as well as questions arising from the site visit to be answered on site immediately following site visit. THERE WILL BE NO FOLLOW UP SITE VISITS.





(1) Offeror shall include all warranty information and documentation with quote.





(2) Offerors shall identify how long the quote is valid for.
