The Minnesota Department of Health intends to enter into an agreement with Meta, to provide promoted posts on Facebook. Promoted ads placement with Meta Platforms, Inc. (Meta), allows follower interaction with the post. The post is placed on Facebook and Meta’s other social media platforms like Instagram. Meta also provides result measurements.
Placing a promoted post through Meta helps Health meet its mission of protecting, maintaining, and improving the health of all Minnesotans because it can advertise not just to the current audience on the platform, but to all Minnesotans. Promoted posts on Facebook allows Health to target the entire state, which furthers our opportunity to reach Minnesotans in both rural and urban areas. Health must control all paid promoted posts, including the content of the post, when the post is created, when it is posted, and for how long each advertisement will be posted.
It has been determined that placing promoted posts directly with Meta is the only commercially reasonably available service that meets our business needs, and the services requires are not available from other third parties.
