Description
The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit quotations for construction activities to furnish labor, equipment, supplies, and materials to reconstruct a 4-wire fence (3 barbed with bottom barbless wire); construct approximately 3,130 rods of new 4-wire fence (3 barbed with bottom barbless wire) with all steel line posts (T-post); and remove approximately 3,130 rods of woven wire & five wire fence. The contractor shall replace designated rods of fence, corners, panels, gates, and T-posts along the fence route unless indicated otherwise in the fence alignment on the location maps that will be included in the solicitation package. The project work is under this requirement is located in Carter County, Montana.

BLM will issue Solicitation Number 140L3625Q0026 via https://sam.gov/content/opportunities, at the link provided in this notice. The principal components of the work to be performed include:

* Three-Post Steel Stress Panel
* Three-Post Steel Corner Panel
* Two-Post Steel End Panel

Pursuant to Part 13 and Part 36 of the Federal Acquisition Regulations, BLM intends to issue a Request for Quotations (RFQ) on or around May 28, 2025. The estimated price range of this acquisition is between $100,000 and $250,000. BLM anticipates issuing the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 238990 and the associated Small Business Size Standard is $19.0 Million.

The Government strongly urges offerors to inspect the sites to gain a better understanding of the work requirements and to satisfy themselves regarding all general and local conditions that may affect the cost of performance. In no event shall failure to inspect the site constitute grounds for a claim after award.

A single contract award will be made to the offeror that submits a quotation that has been determined to be the lowest price based on Simplified Acquisition Procedures within the Federal Acquisition Regulations. A firm-fixed priced purchase order is contemplated. Quotations will be due on or around June 26, 2025, and contractors shall submit electronic quotations as a response to the anticipated solicitation. Electronic quotations will be subject to the same rules as paper quotations.

The Government anticipates award of this procurement on or around July 8, 2025. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete all work under this project no later than December 31, 2025 (hard completion date).

The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
