Description

The Naval Air Systems (NAVAIR) Command, Precision Strike Weapons Program Office (PMA-201), intends to conduct a full and open competition for an electronic, General Purpose Bomb (GPB) Fuze Munition Unit (FMU-179/B). The Fuze Munition Unit (FMU) - Bomb Fuze is the primary fuze that has been deployed by United States (US) Forces and North Atlantic Treaty Organization (NATO) Allies for the last thirty seven (37) years in air-dropped conventional General Purpose (GP) warhead-based weapons systems including the Joint Direct Attack Munition (JDAM) and is the primary Fuze used in all Mark (MK)-80/Bomb Logistics Unit (BLU) series GP bombs. The FMU-179/B will have cockpit control of fuze arm times and functional delay times via the Serial Data Interface (SDI) between the Fuze and SDI capable weapon systems. The FMU-179/B will have faceplate switches for weapons with no SDI capability. Additionally the FMU-179/B will have increased hardened target penetration capability and will incorporate forward and aft power connection. Additionally, the FMU-179/B will incorporate forward and aft power connections. The FMU-179/B is currently required to replenish NATO and United States Government (USG) bomb fuze inventories.



Tasking for this effort will include design and development of the FMU-179/B Fuzing System (including associated sub-system and/or system analysis and testing), Systems Engineering (including open architecture, digital engineering, requirements verification, system safety, and design reviews), Program Management, System Security (including maintaining required security infrastructure), Product Support, and Qualification Testing and Evaluation through Operational Test (OT). EMD also includes activities associated with transitioning the FMU-179/B system to production and delivery of test assets in support of Equipment Operational Capability (EOC) and Initial Operation Capability (IOC).

1. Summary of your company’s expertise in the development, integration, and manufacturing of GPB Fuzes. Statements of your firm’s expertise should include reference to relevant contracts performed (including a description of the scope, quantity manufactured, contract number, and point of contact with phone number).”



2. Has any experience producing electronic GPB Fuzes.



3. Provide a statement regarding the vendor’s ability and willingness to enter five year production contract.



4. Business size information as it applies to NAICS Code 332994;



5. Affirmation that the vendor or its parent company is NOT under Foreign Ownership, Control, or Influence (FOCI), as per the National Industrial Security Program Operating Manual (NISPOM).



The following section is OPTIONAL and will not be included in the capability determination. These responses are requested to help the Government understand the position of industry related to each topic and craft the best possible solicitation. The Government does not intend to provide a direct response to the inputs provided.



1. The Government is currently evaluating the proposed Period of Performance for this requirement. The Government is considering an ordering period for First Article Test and then a base year of production plus 4 ordering periods. Please provide your feedback on the potential of each proposed period of performance.

The respondents shall provide their company CAGE code, a point of contact, and a capability statement. If interested in this requirement, please provide the required eligibility information within 15 calendar days of this notice to Kevin Simone via email at kevin.a.simone.civ@us.navy.mil. NAVAIR plans to release a Draft Request for Proposal (RFP) and FMU 179/B performance specification for industry review and comment in the 2nd quarter of FY25 with the Final RFP anticipated to be released during the 1st quarter of FY26. This is a market survey that has been issued for planning purposes only and shall not be construed in any way as a Request or Proposal or as any obligation on the part of the Government to acquire the aforementioned item. The Government does not intend to award a contract on the basis of the responses submitted to this market survey or otherwise pay for information solicited. The Government will utilize the information provided only to assist in developing an acquisition strategy for future requirements. Please identify any proprietary information submitted. All data received in response to this Sources Sought that is marked or designated as proprietary will be protected from any release outside the Government.
