NOTICE: The City of St. Louis is requesting proposals from responsive, qualified proposers
capable of performing the services described in this Request for Proposals for the Airport, in
accordance with the requirements and conditions set forth herein.

AIRPORT PROFILE
St. Louis Lambert International Airport is the primary commercial service airport for the St.
Louis metropolitan area and surrounding communities in Missouri and Illinois. The Airport is
owned and operated by the City of St. Louis and is located approximately ten (10) miles
northwest of downtown St. Louis.
The Airport serves nearly sixteen (16) million passengers annually.
The Airport currently has two separate terminals, connected by a terminal shuttle and MetroLink
light rail train. The Airport does not have enplanement projections for current and future years.
In 2025, Terminal 1 enplaned 2,736,113 passengers, and Terminal 2 enplaned 4,910,336
passengers.

DEFINITIONS
“Agreement” means the contract that the City intends to award to the Successful Proposer under
this RFP and executed between The City of St. Louis and the Successful Proposer.
“Airport” means St. Louis Lambert International Airport, together with any additions,
improvements, or enlargements made from time to time, which is owned by the City and is
managed and operated by the Airport Authority.
“Airport Representative” means the Assistant Director for Airside Operations, their successor,
or their designee.
“City” means the City of St. Louis, Missouri.
“Ordinance(s)” Unless otherwise specified, means the ordinances codified as the Revised Code
of the City of Saint Louis, 2020, Annotated. It is the responsibility of the Bidder to take notice of
all City Ordinances, including any amendments that may arise from time to time. Information on
copies of ordinances can be found on the City website.
“Proposal” means a response with qualifications to this RFP by a Proposer.
“Proposer” means a firm or company responding to this RFP.
“Request for Proposal” or “RFP” means this request for proposals from qualified firms or
individuals to provide Emergency Medical and Ambulance Services at the Airport.
“Rules and Regulations” means those lawful and not unjustly discriminatory rules and
regulations, including ordinances and operating directives, promulgated by the Airport Director,
the Airport Commission, or the City from time to time for the orderly administration or operation
of the Airport.
“Successful Proposer” means the best proposer for the City, as selected by the Selection
Committee.

RFP TERMS AND CONDITIONS
The following terms and conditions apply to this RFP. The services solicited under this RFP are
described more fully in the attached “Scope of Services Attachment,” incorporated into this RFP
and is intended to form the basis of the scope of services under any agreement awarded as a
result.
This RFP is authorized for issuance by a duly convened Selection Committee formed in
accordance with Chapter 3.97 of the Revised Code of the City of St. Louis and applicable rules
and procedures governing the procurement of services. Pursuant to Chapter 3.97, the Selection
Committee is responsible for overseeing the evaluation process, reviewing Proposals submitted
in response to this RFP, and recommending to the City the Proposer(s) determined to be most
qualified and responsive based upon the criteria set forth herein. By authorizing issuance of this
RFP, the Selection Committee has established the evaluation framework contained herein, and
all determinations regarding responsiveness, qualifications, and recommendation for award shall
be made by the Selection Committee in its sole judgment.
This RFP may be modified only by written addendum issued by the City prior to the Proposal
Submission Deadline. All addenda shall become part of the RFP and made available to all
known prospective Proposers. Proposers are responsible for monitoring the issuance of addenda.
Interpretations, clarifications, or information provided verbally or in any manner other than by
written addendum shall not modify this RFP and shall not be relied upon by Proposers.
All questions regarding this RFP must be submitted in writing to the designated contact by the
stated deadline. Any clarifications, questions, requests for adjustments and/or changes to the
terms and conditions of this RFP must be brought to the attention of the City before the deadline
for questions as stated in this RFP. Any response, clarification, interpretation, or modification
deemed necessary by the City shall be issued by written addendum prior to the deadline for
Proposal submission. Only responses issued by addendum shall be considered official and
binding.
A Pre-Proposal Conference will be conducted via teleconference at 2:00 p.m. on June 30,
2026. Participation is voluntary, but highly recommended.
Questions and other inquiries must be submitted to the contract identified on the cover
page of this RFP no later than 11:59 p.m. on July 2, 2026.
