NOTICE TO BIDDERS that sealed bids are invited and will be received by The Town of Harrison, Hudson County,
State of New Jersey as set forth herein.

PROJECT TITLE: Steam Boiler Improvement for Harrison Town Hall, 318 Harrison Ave., Harrison, NJ
GENERAL DESCRIPTION OF PROJECT: The project entails the replacement of the existing steam boiler located at
the Town Hall in The Town of Harrison. The scope includes removal of the old system and installation of the new
steam boiler.

EXAMINATION OF CONTRACT DOCUMENTS:
Contract Documents may be examined Monday through Friday, except legal holiday, from 9:00AM to 4:00PM, only at
the office of the Town Clerk at the address set forth above.
OBTAINING CONTRACT DOCUMENTS:
Specifications and other bid information may be obtained electronically free of charge. Hardcopies can be picked up
upon request from the office of the Town Clerk at the address set forth above. A non-refundable fee of fifty dollars
($50.00) in the form of a check payable to The Town of Harrison will be required for each set of physical hard copy
specifications.
BID SECURITY:
Bid Security is required in an amount of not less than ten percent (10%) of the total amount of the Bid, but not in
excess of Twenty Thousand Dollars ($20,000.00)
CONSENT OF SURETY:
Certificate from a Surety Company is required indicating consent to be bound as surety and guarantor for
performance required under the Contract Documents.
BID SUBMISSION PROCEDURES:
Bids must be submitted on the Bid Form contained in the Contract Documents and must be enclosed in a sealed
envelope plainly marked on the outside with the name of project and the name and address of the Bidder. The Bid
must be delivered to the Owner prior to Bid opening at the above address for submitting Bids. Bids will not be
accepted after Tuesday, June 9th 2026, at 2:00 p.m.
CONTRACTOR REGISTRATION:
No contractor shall bid on any contract for public work unless the contractor is registered pursuant to The Public
Works Contractor Registration Act. (N.J.S.A. 34:11-56.48 et seq.) Additionally, no contractor shall list a subcontractor
in a bid proposal for the contract unless the subcontractor is registered at the time the bid is
made.

STATUTORY REQUIREMENTS:
Bidders are required to comply with the requirements of P.L. 1975, c. 127(NJAC 17:27) (Affirmative Action), and the
requirements of P.L. 1963, c. 150 (Prevailing Wage), and the requirements of N.J.S.A. 10:2-1, et.seq., and the
requirements of the Contract Documents.
REJECTION OF BIDS:
The Town of Harrison reserves the right to reject any or all bids which fall under certain circumstances pursuant to
N.J.S.A. 40A:11-13.2, or to waive any minor informalities or non-material exceptions in a bid where such is not
detrimental to the best interest of the Town of Harrison and fairness of the bidding process. The right is also reserved
to increase or decrease the quantities specified in the manner designated in the Contract Documents.
