    INVITATION TO BID
    SHERMAN PINES SUBDIVISION ROADWAY AND DRAINAGE IMPROVEMENTS
    will be received at the following address:
    PURCHASING AGENT
    TOWN OF QUEENSBURY
    742 BAY ROAD
    QUEENSBURY, NEW YORK 12804
    until 10:00 a.m. local time on August 11, 2026, and then at said office publicly opened and read aloud.
    If the Bid is actually received by mail or by hand after the appointed time on the date specified it shall be
    rejected, notwithstanding that such Bid may have been placed in a mail box or other mail receptacle
    regularly maintained by the United States Postal Service before such time, and ordinarily in sufficient
    time to have been delivered on time.
    Questions about the bidding documents may be submitted in writing to LaBella via email (see contact
    information below). Interpretations or clarifications considered necessary by Engineer in response to such
    questions will be issued by Addenda delivered to all registered plan holders. Questions received after
    August 4, 2026 may not be answered.
    The Project generally consists of the following work:
    The Work generally consists of roadway and drainage improvements within the Sherman Pines
    Subdivision in the Town of Queensbury, New York. The Work includes asphalt pavement overlay
    and shim course placement to improve roadway crown and drainage; removal of existing
    deteriorated storm pipe connections between drywells and replacement with new HDPE storm
    drain pipe matching the existing layout and diameter; refurbishment and adjustment of existing
    drywells, including new grade adjustment rings and resetting or replacement of frames and grates;
    pavement and driveway tie-ins; temporary traffic control; erosion and sediment control; and
    restoration of disturbed areas.
    Work shall be substantially completed by November 30, 2026. Final restoration shall be completed and
    the project ready for final payment by December 31, 2026.

    Note that only bidders who obtain bidding and contract documents from and are registered with LaBella
    Associates will receive notification of Addenda.
    This work will be awarded as one (1) single prime contract.
    The Bid will be received on a Unit Price Basis.
    The Bid should not include sales and compensating use taxes on materials incorporated into the work. Bid
    security in the amount of 5% of the Bid must accompany the Bid in accordance with the Instruction to
    Bidders.
    The successful Bidder will be required to furnish a performance bond and a payment bond, each in an
    amount equal to 100% of the contract price. Bidders will also be required to furnish a Non-Collusive
    Affidavit and Certification of Compliance with the Iran Divestment Act.
    The Town of Queensbury strongly encourages Minority and Women owned Business Enterprises and
    Section 3 Firms to apply.
    The Contractors and subcontractors shall comply with all applicable New York State prevailing wage
    requirements, including Labor Law Article 8, and any other applicable local wage requirements.
    Attention of Bidders is particularly called to the requirements for ensuring that employees and applicants
    for employment are not discriminated against because of their race, color, religion, sex or national origin.
    The Town of Queensbury, as Owner, reserves the right to accept or reject any and all bids, to waive any
    informality or technicality in any bid, and to readvertise for bids if deemed in the best interest of the
    Town.
