The Western Arkansas Intermodal Authority (WAIA) invites qualified Construction Manager at Risk (CMAR) firms to submit a Statement of Qualifications (SOQ) for the River Valley Slackwater Harbor project in Crawford County, Arkansas. Project Work includes mass excavation, structural fill, an OPEN CELL SHEET PILE bulkhead with concrete dock, dewatering, electric, lighting, and related site work. Estimated construction cost is $15,500,000. Construction begins Q3 2026; duration approximately 180 working days. Federal funding is provided by MARAD under the FY 2023 PIDP Grant. Davis-Bacon, Buy America, and DBE requirements apply.
Selection will be made using a one-step process considering both qualifications and the Proposer’s Estimated Guaranteed Maximum Price. Full instructions and forms are available at:
