| Bid Synopsis: |
The purpose of this document is to provide interested parties with information to enable them to prepare and submit a Proposal for providing advertising and related services. The State as represented by the Wisconsin Department of Administration (DOA), Consolidated Agency Purchasing Services (CAPS), on behalf of the Wisconsin Department of Revenue (DOR), Lottery Division intends to use the results of this solicitation to award a Contract for advertising and related services.
The Wisconsin Lottery, in an effort to encourage greater participation and advancement in Wisconsin’s advertising industry, strives to develop strategic marketing plans that will address, reflect, and effectively meet the needs of Wisconsin’s culturally diverse marketplace . To this end, the State will accept Proposals from self-contained, full-service advertising firms. The Lottery intends to Contract with a Proposer that has broad in-house capabilities, specifically creative and media buying. The Lottery does not necessarily preclude the use of outside providers for certain functions. The State welcomes joint ventures in response to this RFP. |
