Details
1)        249 Pennsylvania is the site of a proposed affordable family project of at least 120 units, at the corner of Pennsylvania Ave and Mariposa Street and backing up onto I-280. Though the adjacent street is significantly sloped, this is an already excavated site, which is currently sitting vacant. The UMU zoning and 40-x height limit lends itself to residential multifamily development, and using the State Density Bonus, allows for a mid-rise building to maximize unit count. The project team’s goals for the design build approach are to maximize density, streamline schedules, and to control costs. To that end, the Owner will look to the architect and general contractor partners to expedite the entitlement process by complying with streamlining legislation, like SB-25 or AB-2162, and to control costs through efficient design, such as reducing unit types, simplifying the massing, and improving constructability.

2)        Phase I – Architect’s Basis of Design
Phase I – General Contractor’s Pre-construction Services
Phase II – Design-Builder’s Completion of design and construction

3)        25% SBE for design, 25% SBE for construction

4)        • A 10% ratings bonus shall be applied to a design-builder where the general contractor is an SBE or a Joint Venture composed only of SBE general contractors.
• A 7.5% rating bonus to a design-builder where the general contractor is a Joint Venture partnership in which at least 40% of the Joint venture participation is by an SBE general contractor. Only SBE general contractor prime participation will count towards the 40% joint venture requirement.

5)        All questions regarding this RFP must be submitted to Pennsylvania@TNDC.org by December 11, 2024. The developer will provide responses to all applicants via email.

6)        Please submit one searchable, non-password protected, PDF copy of your proposal (including attachments, as appropriate) to Pennsylvania@TNDC.org.
