Addendum #1 Lead Inspection Services for the Township of Millburn 2026-2029 NOTE: The date to receive proposals is hereby revised to: June 3, 2026 at 10:00 AM, local prevailing time. All other requirements and location for proposal submission shall remain the same. NOTE: Please see the questions and answers below.
Question #1: How do we obtain the information regarding which properties are rental properties?
Answer #1: Per the RFP specifications, rental information can be provided by the Township from municipal records; further, the Successful Proposer shall do his/her due diligence to independently and proactively identify any additional rental units that may not have been identified by the Township.
Question #2: How do we obtain the information regarding which properties have hired a private lead evaluation contractor?
Answer #2: Per the RFP specifications, it is the Successful Proposer’s responsibility to determine how to identify which landlords have their own private contracts, such that the Successful Proposer can maintain records and provide them to the Township in accordance with State law.
Question #3: In order to “proactively identify all residential and commercial rental units within the township”, what resources are available/provided?
Answer #3: Per the RFP specifications, this is the Successful Proposer’s responsibility. The Township can provide any records that it has.
Question #4: If someone in Millburn wants to hire S. A. Barcia Inspections to do work outside of the contract – asbestos, mold, moisture, XRF (XRF in particular as this test pertains to lead) – can we provide these services as a private company?
Answer #4: As work pertains to lead inspections covered by the relevant State law, municipal ordinance, and this RFP, no, the Successful Proposer is not operating simply as a private company. As the Successful Proposer to this contract, the contractor is operating on behalf of and representing the Township of Millburn when performing these lead services inside the Township’s jurisdiction. Any work conducted that is not related to this RFP or the applicable NJ lead law can be performed in the contractor’s capacity as a private company.
Question #5: Even if it is not required by the DCA, will the town of Millburn require dust wipes for all dwellings?
Answer #5: No, the Township is not requiring dust wipes for all dwellings.
Question #6: Regarding the proposal form: the reinspection and clearance fee – is this in reference to a dust wipe clearance?
Answer #6: No, this is not a reference to the dust wipes.
Question #7: Is the $25 filing fee included in the $250 visual assessment fee? Will the awarded contractor take the $25 filing fee out of their own percentage?
Answer #7: Per the RFP Proposal Form and specifications, the $25 filing fee is separate from all other costs and percentages.
Question #8: As per NJ state law, inspections are only required for residential rental units. However, commercial rental units are included in the wording of this contract. We would just like clarification/confirmation that commercial rental properties will need to be inspected as well.
Answer #8: This RFP only covers residential rental units. The Township did not intend for this RFP to cover commercial properties rented for commercial purposes. This was intended to cover commercial companies with large apartments with many residential rental units.

NOTICE TO VENDORS
This Request for Proposal (RFP) is intended to solicit Proposals from vendors interested in providing Lead Inspection Services for the Township of Millburn 2026-2029. The Township of Millburn requests proposals from qualified individuals and companies to implement a lead-based paint hazard inspection program in the Township. The program will include all work necessary to comply with P.L. 2021, Chapter 182; N.J.A.C. 5:28A; and Chapter 9 of the Millburn municipal code. Please obtain a copy of the specifications for more details and information. The Contract is for a one-year period, commencing on July 1, 2026 and ending on June 30, 2027 with options to renew thereafter for two (2) separate, additional one (1) year periods. Each option year shall be awarded and executed separately at the sole discretion of the Township. The Township is soliciting proposals by competitive contracting, pursuant to N.J.S.A. 40A:11-4.1, et seq.

Receipt of Questions regarding the RFP must be received by Millburn Township by May 14, 2026 at 4:30 PM, local prevailing time, for consideration in any Addenda that may thereafter be issued. Any questions about this Request for Proposals shall be directed via email only to

. Notice of revisions, clarifications, or addenda to the advertisements or proposal documents will be distributed to those firms who received an RFP document from the Township.
Proposals, along with all required documents, are due by May 27, 2026 at 10:00 AM, local prevailing time. Complete proposals shall be submitted by hard paper copy. Proposers shall submit by sealed envelope: one (1) original paper proposal clearly marked “ORIGINAL”, two (2) paper proposal copies, and a flash drive with an electronic copy. Proposers shall submit proposals via mail or in-person delivery to the Business Administrator’s Office at Millburn Town Hall, located at 22 East Willow Street, Millburn, NJ 07041. Proposals shall be submitted in a sealed envelope CLEARLY addressed to the Business Administrator at the Township’s address above. The proposer shall ensure that the following are marked on the outside of the sealed envelope: his/her name, business name, business address, and RFP title. If the RFP is sent by overnight or express mail, the above designation SHALL BE CLEARLY MARKED on the outside of the courier envelope.
