The successful respondent will be required to furnish all insurance documentation as outlined in
the attached General Terms & Conditions of Purchase.
Miscellaneous
The proposal process and resulting contract are subject to the General Terms and Conditions of
Purchase. Submission of a proposal in response to this solicitation is acknowledgement and
acceptance of these General Terms and Conditions of Purchase.
The City of Pawtucket reserves the right to accept or reject any or all bids, and to act in its best
interest including, but not limited to, directly negotiating with any vendor who submits a proposal
in response to this RFQ and to award a contract based upon the results of those negotiations
alone. Proposals found to be technically or substantially non-responsive at any point in the

evaluation process will be rejected and not considered further. The City of Pawtucket may, at its
sole option, elect to require presentations(s) by bidders clearly in consideration for award.

2.0 - Instructions and Notifications to Respondents
* It is the respondent's responsibility to examine all specifications and site conditions
thoroughly, and comply fully with specifications and all attached terms and
conditions. Respondents must comply with all Federal, State, and City laws,
ordinances and regulations, and meet any and all registration requirements where
required for contractors as set forth by the State of Rhode Island. Failure to make
a complete submission as described herein may result in a rejection of the
statement of qualifications (SOQ).
* All costs associated with developing or submitting a SOQ in response to this
Request, or to provide oral or written clarification of its content shall be borne by
the respondent. The City of Pawtucket assumes no responsibility for these costs.
* A submittal may be withdrawn by written request to the Purchasing Agent by the
proposer prior to the stated SOQ submission deadline.
* Prior to the SOQ submission deadline established for this RFQ, changes may be
made to a SOQ already received by the City if that respondent makes a request to
the Purchasing Agent, in writing, to do so. No changes to a SOQ shall be made
after the RFQ deadline.
* SOQs are considered to be irrevocable for a period of not less than ninety (90)
days following the opening date, and may not be withdrawn, except with the
express written permission of the Purchasing Agent. Should any vendor object to
this condition, the respondent must provide objection through a question and/or
complaint to the Purchasing Agent prior to the SOQ submission deadline.
* The respondent has full responsibility to ensure that the SOQ arrives at the
Purchasing Division Office prior to the deadline set out herein. The City assumes
no responsibility for delays caused by the U.S. Postal Service or any other delivery
service. Postmarking by the due date will not substitute for actual receipt of
response by the due date. SOQs arriving after the deadline may be returned,
unopened, to the respondent, or may simply be declared non-responsive and not
subject to evaluation, at the sole discretion of the Purchasing Agent. For the
purposes of this requirement, the official time and date shall be that of the
time clock in the City of Pawtucket's Purchasing Office.
* At the time and place fixed for the opening of SOQs, the Owner will cause to be
opened and publicly read aloud every SOQ received within the time set for
receiving SOQs, irrespective of any irregularities therein. Respondents and other
persons properly interested may be present, in person or by representative.
* It is intended that an award pursuant to this Request will be made to a prime
Consultant, who will assume responsibility for all aspects of the work. Joint venture
and cooperative proposals will not be considered, but subcontracts are permitted,
provided that their use is clearly indicated in the respondent's SOQ/proposal, and
the subcontractor(s) proposed to be used are identified in the SOQ/proposal.
* Respondents are advised that all materials submitted to the City of Pawtucket for
consideration in response to this Request for Qualifications shall be considered to
be public records as defined in Title 38 Chapter 2 of the Rhode Island General
Laws, without exception, and may be released for inspection immediately upon
request once an award has been made.

* Respondents are responsible for errors and omissions in their SOQs. No such
error or omission shall diminish the vendor's obligations to the City.
* The City reserves the right to reject any or all SOQs, or portions thereof, at any
time, with no penalty. The City also has the right to waive immaterial defects and
minor irregularities in any submitted SOQ at its sole discretion. All material
submitted in response to this RFQ shall become the property of the City of
Pawtucket upon delivery to the Purchasing Agent.
* SOQs will be opened publicly at a regularly scheduled purchasing board meeting,
the date of which is the same as the SOQ Submission Deadline provided in Section
1.0, or an alternate date that may be established in an addendum to this Request.
* Interpretations or Addenda: No oral interpretation will be made to any Respondent
as to the meaning of the Contract Documents or any part thereof. Every request
for such an interpretation shall be made in writing to the City of Pawtucket
(hereinafter called the "Owner"). Any inquiry received seven or more days prior to
the date fixed for opening of SOQs will be given consideration. Every interpretation
made to a Respondent will be in the form of an Addendum to the Contract
Documents, and when issued, will be on file in the office of the Owner at least five
days before SOQs are opened. In addition, all Addenda will be e-mailed to each
person holding Contract Documents, but it shall be the Respondent's responsibility
to make inquiry as to the Addenda issued. All such Addenda shall become part of
the Contract and all Respondents shall be bound by such Addenda, whether or not
received by the Respondents.
* Each Respondent shall, upon request of the Owner, submit a detailed financial
statement on a form furnish by the Owner for that purpose. The Owner shall have
the right to take such steps as it deems necessary to determine the ability of the
Respondent to perform his obligations under the Contract and the Respondent
shall furnish the Owner all such information and data for this purpose as it may
request. The right is reserved to reject any SOQ where an investigation of the
available evidence or information does not satisfy the Owner that the
Respondent is qualified to carry out properly the terms of the Contract.

3.0 - Overview
The City of Pawtucket, Rhode Island, is seeking proposals from qualified consultants experienced in
performing environmental, engineering, and design services pertaining to the redeveloped city owned
parcel on Grenville Street, known as Morley Fields. Consultants will be required to conduct an
environmental assessment, develop specifications for clean-up and remediation activities, develop 100%
construction documents for the remediation and design of the new park, provide oversight for the bidding
process, review and compare bids and advise as to the lowest qualified bidder, and will also provide
construction administration services, including review and approval of all applications for payment, change
order requests, oversee the contracted site remediation, prepare and submit all required State/Federal
reports, prepare all necessary reports comply with the State of Rhode Island Department of Environmental
Management, and coordinate with the City, RIDEM and EPA personnel (if applicable). All work performed
must be performed in accordance with industry standards and all applicable state and federal laws, and
provide all required final close out documentation and approvals.
The design of the park will be based from a concept plan (provided) that has been developed and approved
by the City through public meetings. To successfully compete on this project, the Consultant must
demonstrate a strong knowledge of the federal and state regulations, a good working relationship with the
State of Rhode Island Department of Environmental Management and demonstrate the ability to bring a
mix of engineering, landscape architecture, and planning and technology services the project dictates, as
well as have the ability to communicate well to interested community members and other stakeholders.
These proposed improvements will be on Assessor's Plat 62, Lot 291. Current use is an open space
recreation facility which is approximately two-acres in size. The site is situated along Grenville Street in the
southerly portion of the City.
The City intends to select a Consultant firm/team that the City believes will provide the best qualifications
in assisting the City with improvements that meet the City's needs.
This phase of the project is funded through the City's Recreation Bond. Future phases of this project may
be funded by other sources including Community Development Block Grants other state or federal grants if
available.
This project is subject to Chapter 37-14.1 of the Rhode Island General Laws, and regulations promulgated
thereunder, which require that fifteen percent (15%) of the dollar value of work performed on the project
be performed by minority business enterprises.

4.0 - Scope of Work
The proposed scope of work below is provided for a general outline of anticipated services - a
specific scope of work and defined fee will be executed with a Consultant selected to perform
these services. It is expected that the scope of work will include all work needed to fully address
the needs outlined in this RFQ. A more detailed scope of work is identified in Tasks 1 through 7
below and will be subject to change based on final negotiations between the City and the selected
consultant.
The City envisions that the scope of services may include but may not be limited to:
* Environmental testing and analysis of soils for reporting to RIDEM;
* Environmental analysis/permits based on soil testing
* Surveying services;
* Structural Engineering services;
* Preliminary/Schematic Design
* Design Development
* Construction estimating
* Construction scheduling
* Development of Contract Documents/Plans/Specifications to advertise for competitive
bidding
* Shop Drawing review
* Construction management services
* Various permitting with required agencies
Task 1. Environmental Investigation and Remedial Design
1.1. Quality Assurance Project Plan (QAPP)
1.2. Public Notice
The Site is located within an Environmental Justice Focus Area. Consultant shall coordinate
and complete signage and public notification in accordance with the requirements of the
RIDEM Remediation Regulations, which includes the following activities:

1.5. Remedial Action Work Plan (RAWP)
If the results of the SIR indicated that remediation is necessary, the consultant shall prepare a
RAWP for the Site.
Task 2. Civil Engineering and Landscape Architecture

2.3. Construction Plans & Specifications
2.4. Cost Estimating
Task 3. Structural Engineering
3.1 Design development drawings for foundations and slabs on grade for pre-manufactured pavilion
and restroom structures, site retaining walls, ramps, ADA access, etc...

Task 4. Electrical Engineering
4.1 Establish electrical service requirements and meet with Rhode Island Energy to evaluate service
options for the site.
4.2 Coordinate site lighting, pavilion, and restroom electrical requirements.
Task 5. Permitting
5.1 RIDEM Freshwater Wetlands Permit Application
Proposed park improvements are expected to be located within the jurisdictional area of the
Moshassuck River and will require freshwater wetlands permitting with RIDEM.
5.2 RIDEM Stormwater Application
Infiltration stormwater treatment practices will be proposed, assuming stormwater infiltration to
the subsurface is not restricted by RIDEM.
5.3 Pawtucket Water Supply Board Coordination for potable water
5.4 Narragansett Bay Commission (NBC) Sewer Permit
5.5 Response to Permit Agency Comments
Task 6. Bidding Assistance
6.1 The consultant staff will assist the City with bidding for a construction contractor, conduct a bid
analysis, and recommend award of contract.
Task 7. Meetings
7.1 The consultant shall be required to attend various meetings, including public meetings, progress
meetings with the City, RIDEM permitting meetings, and Parks Commission Meetings
Schedule
The consultant shall be prepared to begin the above scope of work within two (2) weeks of receipt of
a signed Authorization to Proceed, weather permitting. The consultant will work with the City to
develop a reasonable project schedule commensurate with the scope and sequence of our work as
well as the overall project requirements.
Fees
Pricing is not a criterion for evaluation of this proposal. After award through the Qualifications-Based
Selection process, the awarded consultant shall propose a budget for professional services in support of
this effort, as negotiated and accepted by the City of Pawtucket. Lump sum tasks will be billed monthly
as a percentage complete while the hourly tasks will be billed on a time and materials basis, and the
budget would not be exceeded without expressed authorization. Direct expenses will be billed monthly
as they accrue

5.0 - Insurance
The vendor shall maintain and keep in force such comprehensive general liability insurance as shall protect
them from claims which may arise from operations under any contract entered into with the City of
Pawtucket, whether such operations be by themselves or by anyone directly or indirectly employed by
them.
The amounts of insurance shall be not less than $1,000,000.00 combined single limit for any one
occurrence covering both bodily injury and property damage, including accidental death.
The City of Pawtucket shall be named as additional insured on the vendor's General Liability Policy.
The vendor shall maintain and keep in force such Workers' compensation insurance limits as required by
the statutes of the State of Rhode Island, and Employer's Liability with limits no less than $500,000.
