1.1 PROJECT INFORMATION
A. Notice to Bidders: Qualified small business bidders are invited to submit bids for the
Project as described in this document according to the Instructions to Bidders. This is a
"Best Value Firm-Fixed Price" bid opportunity with a Not-to-Exceed (NTE) budget of
$75,000.00.
B. Project Identification: Allendale County SC Phase - I Museum Renovation Project

E. Project Description: The objective of this project is to award a single Firm Fixed Price
contract that offers the Best Value for the procurement of services and repairs specified for
the Phase 1 - Renovation project. The scope of the renovation project shall be limited to
the following tasks. All work shall conform to the Phase I Construction Plans and
Specifications documentation available to interested contractors from the
Architect/Engineer cited in paragraph "D" above.
* Make all necessary structural repair to the roof and second story floors
* Install new roof on main building only
* Perform necessary repairs to abate gray mastic asbestos hazard around roof
chimneys and vents without disturbing the existing mastic
* Install handicap-rail on interior stairs to second floor
* Repair front left building foundation pier
* Replace porch and handicap ramp on rear of main building
* Repair/re-caulk four (4) front windows and front door with side windows of
main building to preserve historic features and remediate asbestos hazard as
per environmental report included in Construction Plans and Specifications

Please note, bids received after the closing date/time will not be considered for award.

B. The bids will be opened privately by Allendale County officials and Executive Board
members of the Allendale County Historical Society (ACHS) and evaluated as described

A. A pre-bid conference for all bidders will be held at Allendale County Museum, 939 Main
Street; Allendale, SC 29810 on May 4, 2026 at 2:00pm local time. Prospective bidders are

1.5 TIME OF COMPLETION
Bidders shall begin the work on receipt of the Notice to Proceed and shall complete the work
within the contract time of sixty (60) business days (Monday through Friday).
A. PROPOSAL INSTRUCTIONS TO BIDDERS
See Document 002113 - INSTRUCTIONS TO BIDDERS" and "Document 002213 -
Supplemental Instructions to Bidders" contained herein for detailed instructions on how to
prepare and submit their bids for construction projects. The document outlines procedures
such as bonding requirements, security, modifying or withdrawing bids and performance
and payment bonds.
B. EVALUATION FACTORS
Selection of the Offeror or for the proposed Renovation Project shall be based on the "Best
Value" firm-fixed price approach, price and other factors considered. The Owner shall
make a single award to the responsible Offeror whose offer conforms to the requirement
of the solicitation and is the most advantage ("Best Value") to the Owner, cost or price
and technical factors considered. Offerors shall ensure that the key technical considerations
addressed in the written technical proposal cover the key areas identified in the Evaluation
Factors listed below.

2.0 OTHER FACTORS:
2.1 BIDDER'S LICENSE QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and
be able to obtain insurance and bonds required for the Work. Work Insurance in a form
acceptable to Owner will be required of the successful Bidder.
B. EXPERIENCE ON SIMILAR PROJECTS
Offerors shall provide detailed information on at least three (3) projects completed within
the last three (3) years similar in scope to the Project described herein. Bidder shall provide
the following information for each project submitted in response to this solicitation.
1. Name of Customer
2. Customer Point-of-Contact; Location; Phone Number
3. Period of Performance
4. Scope of Work
5. Contract Value
6. Issues encountered and approach to resolving each
The Project Owner fully understands that no project proceeds without any surprises or
difficulties. The Owner is particularly interested in what action(s) the offer took to
resolve the issues/problems that arose during the period of performance for each of the
three (3) projects cited, and any impact on cost or schedule.
2.2. TECHNICAL AND COST PROPOSAL PREPARATION AND SUBMISSION
INSTRUCTIONS
2.2.1. TECHNICAL PROPOSAL INSTRUCTIONS
The Offeror shall submit three (3) original copies of the written technical proposal in PDF format
describing their approach to addressing each of the requirements described herein for Phase 1 of
the Renovation Project.
No electronic proposal submissions (technical or price proposal) shall be accepted. Offeror's
submittal shall be 81/2" by 11" format with 12-point minimum for technical discussions (9-point
font is acceptable for tables and graphics, if included. Technical proposal shall be no more than
twenty-five (25) pages double-sided pages, or fifty (50) one-sided pages in length not including
title page, table of content, and cover sheet.
The Cover Sheet of the Offeror's Technical Proposal shall clearly identify this solicitation by name
and RFP number; the name and address of the Owner; the due date and time for the proposal
submission as stated in this solicitation; and the name, address, and point-of-contract of the
Offeror.

2.2.2. COST PROPOSAL INSTRUCTIONS
The Offeror shall use "Document 004113 - Bid Form - Stipulated Sum (Single - Prime
Contract)" included with this document to submit its "firm-fixed price" for the Project Work
described in this solicitation. The Offer shall be contained in a separate envelope aside from the
Technical Proposal and clearly identified as the Cost Proposal for this Project, including the name
and RFP number of the Project; the name and address of the Owner; the due date and time for the
proposal submission as stated in this solicitation; and the name, address and point-of-contract of
the Offeror.
The Offeror is encouraged to describe to the Owner how its offer, technical and cost factors
considered, represents the "Best Value" for the Owner.
2.2.3. PROPOSAL SUBMISSION INSTRUCTIONS
Offer is advised that its offer ( Technical and Cost Proposal) to provide the Work described herein
for the Phase - 1 Renovation Project shall be received at the address below No-Later-Than (NLT)
5:00pm on May 29, 2026. Again, no electronic proposals will be accepted, and no proposals
received by the Owner after the date and time given will be accepted for the Project Work described
herein.

3.1 INSTRUCTIONS TO BIDDERS
A. AIA Document A701, "Instructions to Bidders" is hereby incorporated into the
Procurement and Contracting Requirements by reference.
1. A copy of AIA Document A701, Instructions to Bidders" is found in this Project
Manual.
2. AIA Document A701 Instructions to Bidders: AIA Document A-701 provides
instructions for bidders on how to prepare and submit their bids for construction
projects. It is coordinated with AIA Document A201, General Conditions of the
Contract for Construction, and its related documents. The document outlines
procedures such as bonding requirements, bid security, modifying bids, and
performance and payment bonds. It also includes information on obtaining documents
to bid a project, submitting requests for clarification, interpretation, and substitutions,
and how to submit bids. The document is intended for competitively bid projects and
is complementary to AIA Document A201 - 2017.
