Marshall Space Flight Center (MSFC) is preparing to release a Design Build Request for Proposal (RFP) for an upcoming project to be completed at MSFC. The Government’s intent is to utilize Two-Phase Design-Build Selection Procedures (Phase 1 – Request for Qualifications / Phase 2 – RFP) with Best Value Trade-off Source Selection technique considering technical factors and price.
This is a request for information and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. This notice is not a request for proposal; it is a market research tool being utilized to determine the availability of qualified sources and receive comments on the below scope/description prior to issuing the RFQ and RFP.

The Government will not pay for effort expended in responding to this request.
Scope/Description
The National Aeronautics and Space Administration (NASA), Marshall Space Flight Center (MSFC) is requesting information on available Design-Build services for the complete design, and construction for the MEF. Architectural / Engineering (A&E) and Construction Services are required for the design and construction of MEF for NASA at MSFC located on Redstone Arsenal in Huntsville, AL. The estimated RFQ issuance date for this potential contract is Q3 2025.
The MEF will be approximately 50,000 to 80,000 gross square foot (GSF) and will accommodate a moderate number of full-time occupants mostly in an open office configuration with some private office space, and a large population of transient visitors utilizing the shared spaces. The overall building concept is a gateway and gathering space for to the MSFC campus with a large open event space, training spaces, meeting spaces, amenities, office and support spaces that will be flexible and adaptable to future program and technology changes.
The project should be designed to provide MSFC with a flexible collaborative environment that includes large event spaces, training spaces, meeting spaces, collaboration spaces, open office space, and administrative spaces. It will provide spaces for the NASA and MSFC communities to gather, work, and collaborate. The facility should be inviting and easily accessible from the primary courtyard and existing parking areas as it will become the home to many of the shared campus service. The second phase of the design-build solicitation will include more guidance on design and site requirements. The Phase 2 Solicitation will include a Program of Requirements to include Room Data Sheets, Division One Specifications, Campus Design Guide, Design and Construction Standards, Geotechnical Report, as well as the requirements for site access, site security, and construction logistics.
NASA is seeking a solution that enhances NASA’s footprint at Redstone Arsenal and compliments the completed campus development. The vision of the MSFC Campus is for the facilities and structures to provide a robust, creative, collaborative, forward-leaning environment for project development, training and active operations.
Interested offerors will be required to have a $55 million bonding capacity.
