I. Overview.
Southern Teton Area Rapid Transit (START) is seeking proposals from experienced
and qualified firms in order to procure and install Bus Stop Signage & Amenities as
described in this RFP.
II. RFP Tentative Schedule.
The following is the tentative schedule for this RFP. All of the times listed in the
below tentative schedule are Mountain Standard Time. START reserves the right to
adjust this schedule.

III. Project Introduction and Background.
The Town of Jackson, Wyoming is a premier residential and tourist community in
western Wyoming with a population of 10,680, and a total county population of
23,272 (2024 Census estimates). The Town limits include 3 square miles in southern
Teton County, Wyoming (“Teton County”). The Town and County see over 4 million
visitors per year as a result of their location surrounded by national park, national
forest, and national elk refuge lands.
Southern Teton Area Rapid Transit (“START”) is funded by the Town of Jackson,
Teton County, and the Federal Transit Administration (“FTA”) through the Wyoming
Department of Transportation. It has been in operation since 1987 and was first
implemented to provide skier transportation from the Town of Jackson to Jackson
Hole Mountain Resort. Today START serves locals, tourists, and commuters who all
enjoy comfortable, reliable public transportation year-round. START currently
operates the following services:
• Town Shuttle, a free circulator within the Town of Jackson;
• Teton Village, connecting the Town of Jackson and Jackson Hole Mountain

Resort;
• ADA Paratransit;
• START On-Demand, free on-demand microtransit in East Jackson; and
• Commuter routes, 6 round-trip commuter service runs Monday through
Friday from Star Valley, Wyoming and Teton Valley, Idaho to Jackson.
START is seeking proposals from qualified firms to design, fabricate, and install a coordinated
system of bus stop signage and schedule display infrastructure at sixty-two (62) START bus stop
locations within the Town of Jackson and Teton County. This project is intended to establish a
consistent, durable, and branded “bus stop ecosystem” that includes static schedule holders, sign
poles, static route signage, and optional digital and lighting enhancements – requiring three bid
package submissions – one for the main project, one for the e-ink signage (if applicable), and one
for the solar powered lighting (if applicable). The Town of Jackson Communications Department will
provide graphic design and branding assets. The selected vendor will be responsible for
engineering, fabrication, and installation of all physical components.
IV. Project Goals.
The objectives of this project are to:
1. Improve legibility and visibility of route and schedule information at all START bus stops.
2. Establish a consistent, cohesive, and branded bus stop design across the network.
3. Enhance rider experience and accessibility through thoughtful, durable, and attractive
design.
4. Integrate sustainable technologies including solar power and e-ink displays in
approximately 25 stop locations.
5. Ensure all components are tamper-resistant, maintainable, and long-lasting.
V. Proposal Specifications.
a. Scope of Services
i. Overview
The Contractor shall design, fabricate, and install a coordinated system of
bus stop signage and schedule display infrastructure at sixty-two (62) START
bus stop locations within the Town of Jackson and Teton County.
This system shall establish a consistent, durable, branded “bus stop
ecosystem” that includes:
• Static schedule holders
• Sign poles
• Static route signage
• Optional digital real-time information displays (e-ink)
• Optional solar-powered, Dark Sky-compliant illumination
The Town of Jackson Communications Department will provide graphic
design and branding assets. The selected vendor is responsible for:

• Engineering all physical components
• Fabrication of all components
• Delivery and installation at each location
• Providing documentation and warranties
ii. Base System Requirements
1. Schedule Holders and Static Sign Panels
Proposals shall address at minimum the following requirements:
• Durability
o Materials suitable for year-round operation in Jackson, WY conditions including snow, ice,
wind, UV exposure, and freeze–thaw cycles.
• Tamper-Resistance
o Schedule holders with secure hex-key access or equivalent mechanism that allows START
staff to update materials while preventing vandalism or unauthorized access.
• Visibility and Legibility
o Each stop shall include a static 12" × 24" (nominal) aluminum or composite panel
displaying route and schedule information, designed for high contrast, UV stability, and
daytime readability that meets FTA ADA requirements
o All surfaces facing oncoming traffic should be made of reflective material.
• Brand Integration
o Design shall incorporate START’s approved logo, color palette, typography, and other
graphic elements, consistent with Town of Jackson branding standards.
• Installation
o Vendor shall supply all mounting hardware and complete installation at each stop,
ensuring:
ADA compliance
Uniform orientation
Consistent elevation across sites
• Documentation
o As-built drawings
o Material specifications
o Maintenance manuals
o Replacement parts lists
o Warranty documentation
2. START Logo Post-Top Elements
• Each bus stop shall include a START logo post-top designed to increase visibility and
reinforce brand identity.
• Vendors shall propose material, finish, and attachment methods compatible with existing
or new poles supplied under this contract.
• Designs shall allow modular attachment to accommodate future upgrades (digital signage,
lighting, etc.).
