This is a competitive solicitation for commercial products and/or commercial services adhering to the requirements of FAR Part 13.5 for full and open competition. This solicitation is issued as a Request for Proposals (RFP).
The Library of Congress (Library) requires the procurement of nonrecurring engineering, development, prototyping and production of handheld Bluetooth wireless remote controls for DA-2 units. This contract is for the development, prototyping and manufacturing of a handheld remote-control device with Bluetooth technology for the DA-2 DTBM. The handheld remote control will enable the Library patrons to operate the DA-2 audio book player wirelessly via Bluetooth. The contractor shall be responsible for designing, developing and producing a prototype, as well as mass manufacturing of the handheld wireless remote-control device with Bluetooth technology tailored for the DA-2 audio book player. This work will encompass non-recurring engineering, design, development, prototyping, product enhancements and large-scale production. The contractor shall deliver a handheld wireless remote-control device with Bluetooth technology that meets and/or exceeds capabilities outlined in Attachment J1, Technical Specifications & Production Requirements document.
The Government will award a contract resulting from this solicitation to the responsible offeror that provides the best value to the government. For this competition the following evaluation factors will be used to determine the ‘best value tradeoff’ for the government:

b. Key Personnel Resumes
2. Volume II – Corporate Experience
3. Volume III - Past Performance
4. Volume IV – Price
All factors are listed in descending order of importance. The two technical sub-factors are considered to be equally important. The non-price factors, when combined, are significantly more important than price. This is a Best Value Trade-Off approach competition.
