INVITATION FOR BIDS
Construction Services for the Greater Glorieta MDWCA Sewer System Upgrades
IFB 2026-0133-PW/TJ
The Santa Fe County Public Works Department is requesting bids from qualified and licensed contractors
for Construction Services for the Greater Glorieta Mutual Domestic Water Consumers Association
(MDWCA) Sewer System Upgrades located in Santa Fe County funded by the New Mexico
Environmental Department. Bids may be held for ninety (90) days subject to action by the County. By
submitting a bid for the requested materials and/or services each bidder is certifying that its bid is in
compliance with regulations and requirements stated within the Invitation for Bid package. Santa Fe
County reserves the right to reject any and all bids in part or whole. A completed bid package shall be
submitted in a sealed envelope indicating the bid title and number along with the bidding firm’s name and
address clearly marked on the outside of the container.
All bids are due no later than 2:00 p.m., Friday, January 30, 2026, and delivered to the Santa Fe County
Purchasing Division located at 102 Grant Avenue (First Floor), Santa Fe, NM 87501. The Bid Opening
will be held in person via Microsoft Teams by using the link below and Meeting ID No. 238 806 157 121
39, Passcode: Aw2K3JY9 or by calling (773) 352-2011 Meeting No. 883 945 870#. By submitting a bid
for the requested materials and/or services each firm is certifying that their bid is in compliance with the
regulation and requirements stated within this IFB.

A Pre-Bid Conference & Site Visit will be held at 10:00 a.m., January 9, 2026 at the US Post Office,
16 Calle Lomita in Glorieta, New Mexico. Attendance at the Pre-Bid Conference & Site Visit is
NOT MANDATORY.

BID INSTRUCTIONS
Bids are requested by Santa Fe County from qualified, licensed construction companies for the
construction of the sewer system upgrades for the Greater Glorieta MDWCA. The following scope
of work is not all inclusive and bidders must line item all designed scope elements provided.
The bids shall be based upon the material descriptions, units, and estimated quantities shown on
the attached bid sheets. Final payment will be made upon quantities completed in accordance with
the specifications, measured and accepted by the County, paid at the unit prices contained in the
bid.
The Contractor shall supply all labor, materials and equipment necessary to complete the work in
accordance with the construction plans and specifications. The bid shall include all permits, fees,
tie-in fees for all utilities, overhead and profit, and incidental costs in the bid amounts. All
applicable taxes shall not be included in the bid amounts.
All applicable laws and ordinances and the rules and regulations of all authorities having
jurisdiction over the project shall apply to the Contractor and all agreements between the
Contractor and the County.
1. LOCATION AND DESCRIPTION OF WORK: The work being performed is located
in Glorieta, NM, and extends from the west end of the Village near the US Post Office to
the east end near the intersection of La Posada Road and Avenida Ponderosa along various
roads within the Village include Fire Station Road, Calle Lomita, Avenida Ponderosa,
Loma Alta and La Posada Road.
The work includes but not limited to completed rehabilitation of gravity sewer mains using
pipe bursting and/or cure-in-place pipe, replacement of fifteen manholes and reconnecting
existing sewer service laterals and all other work required in accordance with the Contract
Documents. Existing sewer mains are 6 and 8 inches in diameter.
The Contractor shall supply all labor, materials and equipment necessary to complete the
work in accordance with the construction plans and specifications.
The bids shall be in the form of unit pricing as per items listed on the bid sheets.
The bid shall include all permits, fees, tie-in fees for all utilities, overhead and profit and
incidental costs in the bid amounts. All applicable taxes shall not be included in the bid
amounts.
All applicable laws and ordinances and the rules and regulations of all authorities having
jurisdiction over the project shall apply to the contractor and all agreements between the
contractor and the County.

2. TIME AND PLACE OF RECEIVING AND OPENING BIDS: This information will
be found in the “Advertisement of Bid” form attached hereto. A bid received after the
specified time will not be considered and will be returned to the bidder unopened.
3. SPECIFICATIONS: The construction of this project will be in accordance with the plans
and specifications prepared for this project by Wilson and Company and other contract
documents prepared by Santa Fe County, except as otherwise specified herein or in the
contract.
The construction of this project will be in accordance with the New Mexico Department
of Transportation Standard Specification and Supplemental Specifications for Highway
and Bridge and Construction 2019 Edition, Special Provisions and the engineering
drawings which are included in this bid package except as otherwise specified herein or in
the contract.

4. CONTRACT TIME: The number of days for the completion of work (the contract time)
from the Notice to Proceed is three hundred and sixty-five (365) calendar days.
5. COPIES OF BIDDING DOCUMENTS: The Invitation for Bid Documents will be
available by visiting the Santa Fe County website at

at tjim@santafecountynm.gov.
Bidders shall use complete sets of Bidding Documents in preparing bids; neither the owner
nor engineer assumes responsibility for errors or misinterpretations resulting from the use
of incomplete sets of Bidding Documents.
6. PRE-BID CONFERENCE: A NON-MANDATORY Pre-Bid Meeting will be held at
10:00 a.m. on Friday, January 9, 2026, at the US Post Office, 16 Calle Lomita in
Glorieta, New Mexico.
7. BIDDER’S REPRESENTATION: By submitting a bid the bidder represents that: a) the
bidder has read and understands the Bid Documents and Contract Documents; b) the bid is
made in compliance with the Bid Documents and Contract Documents; c) The bidder has
become familiar with local conditions under which the Work is to be performed, and has
correlated the bidder’s personal observations with the requirements of the proposed
Contract Documents; d) the bidder has familiarized itself with federal, state and local laws,
ordinances, rules, and regulations affecting performance of the Work; and e) the bid is
based upon the materials, equipment and systems required by the Bid Documents without
exception; and f) the County shall rely on these representations.
