New York State Department of Transportation State Management Plan Publication

Public Notice: Public notice is hereby made that NYS Department of Transportation (NYSDOT) has updated and revised their State Management Plan (SMP) and is publishing the draft version for public review and comment due to the amount of updates and changes since the last revision in 2022. Adoption of the SMP based on public feedback is required before NYSDOT submits a final version to the Federal Transit Administration (FTA) for their approval.
State Management Plan (SMP) Purpose
The State Management Plan (SMP) is a document that describes the New York State Department of Transportation (NYSDOT) policies and procedures for administering the state-managed portions of the Federal Transit Administration (FTA) Section 5310, 5311, and 5339 programs in accordance with regulations. NYSDOT is required to have an approved SMP on file with the FTA Region 2 office in New York, NY and to update it regularly to incorporate changes in program management and/or new requirements.
The SMP is intended to facilitate both state management and FTA oversight by documenting NYSDOT’s policies and procedures for administering the programs in a single reference. It is a comprehensive and coordinated document utilized by NYSDOT, subrecipients, and FTA.
If you have a question or wish to comment on any aspect of the proposed State Management Plan, you will have 30 calendar days from this publication in order to do so.
