RFQ #PK042 - Tibbetts Valley Park Master Plan
The City of Issaquah, Washington invites qualified landscape architecture or park planning teams to submit a response to the Request for Qualifications (“RFQ”) for managing, facilitating, and preparing the Tibbetts Valley Park (“TVP”) Master Plan. This plan will set the framework for a master planning process for Tibbetts Valley Park, an existing 30-acre community park located on the western side of Issaquah. The goal of the consulting service(s) is to lead a Master Planning process with two distinct phases: Feasibility Study and Concept Plan Development. The first phase will be completing the Feasibility Study which will inform the baseline for the capabilities of the site to utilize during the master planning phase. The second phase will be the development of the Conceptual Plans and Master Plan Report. Community engagement will occur throughout both phases. The consultant is to provide expertise and professional services for analyzing, managing, facilitating, and developing both processes with the appropriate experts in each area. This information will support near and long-term visions for phasing and development of the park from both an environmental and recreational lens. Consultants are encouraged to present their own strategies and concepts to producing processes for both services. The Master Plan will establish a comprehensive framework that supports Issaquah’s Creek to Peaks vision of multi-modal connectivity, the community’s needs for year-round multi-use fields and courts, and the protection and enhancement of the park’s natural systems. In addition to providing areas for active and passive recreation such as multi-use fields, all-inclusive playgrounds, courts, and trails, the plan will incorporate sustainable and resilient design principles that respect and strengthen the site’s environmental context. Importance will be placed on preserving the creek and its riparian buffer through strategies such as green stormwater infrastructure, native and climate-appropriate plantings, and habitat enhancement measures. The city is also considering the use of renewable energy sources for site electrical needs including lighting, safety, and EV charging. Collectively, these elements will ensure the park functions as both a vibrant community asset and a model of environmental stewardship and resilience. These strategies align with the City of Issaquah’s sustainability and climate action goals by advancing ecological protection, reducing greenhouse gas emissions, and promoting climate adaptation within public spaces. Culture, history, and education are elements that preserve and enhance the vibrancy of Issaquah and will be a component of the master plan. To support the Comprehensive Plan’s Park Policy D1.5 we encourage consultants to integrate artistic components into the planning process that complement the design concept and fit the vision the community has for TVP.
