RFP # C042236 Emergency Medical Services (EMS) Provider Testing

The New York State Department of Health (Department) is announcing the release of Request for Proposals (RFP) # C042236 Emergency Medical Services (EMS) Provider Testing.

The Department is seeking competitive proposals from qualified bidders for development, preparation, administration, scoring, analyses, and results distribution of computer-based professional examinations for certification Emergency Medical Services (EMS) providers. It is the Department’s intent to award one (1) contract from this procurement.

Minimum Qualifications

The Department will only accept bid proposals from bidders who meet all minimum requirements.

• A minimum of two (2) years of experience in developing and distributing computer-based licensure exams.

Experience acquired concurrently is considered acceptable.

For the purposes of this RFP, a “prime contractor” is defined as one who has the contract with the owner of a project or job and has full responsibility for its completion. A prime contractor undertakes to perform a complete contract and may employ (and manage) one or more subcontractors to carry out specific parts of the contract.

Preferred Qualifications

• A minimum of five (5) years of professional examination for licensure experience in the following areas:
• Development;
• Preparation;
• Administration;
• Scoring;
• Analyses; and
• Results distribution.
• Experience in conceptualizing, developing, and administering computer-adaptive testing.
