INTRODUCTION
This is a Request for Proposal to supply the City of Tybee Island, Georgia (sometimes hereinafter referred
to as “Owner”) with products or services as indicated herein.
The City of Tybee Island seeks proposals from interested and qualified multi-disciplined firm(s) for services
related to the development of a master plan, conceptual design, and related cost estimate for the City’s
Memorial Park. The City intends to contract with one entity that shall be responsible for administering the entire
project and managing a team of subcontractors.
Sealed proposals must be received by 4:00PM local time, on WEDNESDAY, DECEMBER 17, 2025. The
City of Tybee Island reserves the right to reject any or all proposals.
A pre-proposal meeting will be held on WEDNESDAY, DECEMBER 3, 2025 @ 9:00AM at City Hall or
virtually by Teams. Interested respondents are encouraged to attend, as they will have the opportunity to
discuss specifications and ask questions.
METHOD OF AWARD: If the City of Tybee Island awards a contract from this RFP, it will be awarded to the
responsible proposer deemed able to provide the best value for the City. The award will consider price and services
provided among other factors as specified in the RFP. The City reserves the right to select the proposer which
best meets the City’s goals and objectives, needs, budget constraints, and quality levels, as well as its educational
and service level expectations. The City reserves the right to award the contract to one or multiple vendors.
Signature of proposal submitter indicates understanding and compliance with attached terms and conditions and
all other specifications made a part of this RFP, and any subsequent award or contract. All terms, conditions and
representations made within this RFP will become an integral part of the contract. Nothing contained within this
RFP is indicative of intent by the City of Tybee Island to reimburse the submitter, in whole or in part, for any
costs associated with preparation, submission, or presentation of their proposal.
Instructions for preparation and submission of a proposal are contained in this RFP package. Please note that
specific forms for submission of a proposal are required.
The City of Tybee Island has an equal opportunity purchasing policy to assure all procurement procedures are

The City is seeking a proposal package for service or materials equal to or exceeding specifications set forth on
the attached pages. Submittals not meeting these standards will be rejected. The attached specifications become
and remain a part of this RFP.
All responses, inquiries, or correspondence relating to, or in reference to, this RFP, and all reports, charts,
displays, schedules, exhibits and other documentation by the proposal submitters will become the property of the
City when received. The City retains the right to use any or all ideas presented in any response to this RFP,
whether amended or not. Selection or rejection of the proposal does not affect this right.
CITY BACKGROUND
Tybee Island is a small coastal city (and a barrier island) encompassing just over three square miles in Chatham
County, Georgia. Tybee Island is known for its wide, sandy beaches and attracts up to 40,000 visitors a day during
the peak season (at times 100,000 visitors), with a year-round population of 3,100+. Over 50% of Tybee’s year-
round residents are aged 60 and older. Tourism is the main driver of Tybee Island's economy and the island's
infrastructure has been strained by the influx of visitors.
Tybee Island boasts nearly five miles of sandy beaches along the Atlantic Ocean, with the main stretch divided
into South Beach, Mid Beach, and North Beach.
MEMORIAL PARK BACKGROUND
Memorial Park is a public park with 4.5 acres set aside by the city in 1947 to be “a memorial in appreciation and
gratitude for those who served their country in the two World Wars”.
In 1988, with the closure of the old Tybee Public School by the Savannah-Chatham public school system, the
land and school buildings reverted to the City of Tybee Island, increasing what is now called Memorial Park to
nine acres.
The geographic boundary of the project is bounded by Butler Avenue (US Highway 80) to the east, 4th Street to
the north, Jones Avenue to the west, and 5th Street to the south. A residential building, a duplex, located at the
corner of 5th Street and Butler Avenue is not included and is not under the City’s control.
Over the past 80 years, the City has used Memorial Park in a variety of ways, with a unique selection of structures,
with a plethora of uses that transitioned over the years including:
1. City Hall, original to the park.
2. The original Tybee Public School, then a Chatham County school (now called the “Old School”). This
building is used as an emergency shelter, part of the city’s archive storage, a community pantry, and home
to meeting spaces.
3. The Tybee Island Library, a Chatham County Branch Library.
4. The City’s Fire Department, also original to the park, with the area expanded with a training facility.
5. The Gym, which is home to the city’s outsourced recreation department, the YMCA.
6. Sports areas (volleyball, tennis, basketball). The sand volleyball court is also used as a sandbag staging
area. The tennis courts see heavy use for pickleball.
7. A children’s playground.
8. A concrete pad once used as a skate park, now in use as the foundation of the large, screened pavilion.
9. Small historic pavilions and picnic tables.
10. A walking and biking path.
11. A now-defunct dog park.
12. A Veteran’s Memorial.
13. A cemetery, its boundaries fenced for delineation.
14. A community garden.
15. Bathrooms.
16. Plantings of memorial trees.
17. A temporary “laydown” area for debris following hurricanes and occasionally as a recycling area.
The City of Tybee Island is seeking a plan at this time to evaluate existing uses, as well as the future
direction of improvements at the site.
PROPOSAL SPECIFICATIONS AND REQUIREMENTS
The City of Tybee Island seeks qualified proposals in unified design and improvement concepts for the City’s
Memorial Park. Memorial Park is a critical element in maintaining Tybee Island as a residential community in
the face of increasing populations and visitation from outside the community.
The community seeks a master plan that unites these disparate uses and enhances the aesthetics and functionality
of the park. The City plans to move the Fire Station out of the park, and is investigating the potential re-location
of the Tybee Island Maritime Academy, a public K-8 charter school, into a new facility that would be built within
the park boundaries. The City also wants to explore enhancement or replacement of recreation facilities and
amenities currently managed by the YMCA.
Tybee Island is experiencing buildout, more complex redevelopment projects, and a consistent visitor stream.
With our aging population, the design needs to be multi-generational. The city needs to ensure any plans for
Memorial Park are consistent with the Comprehensive Plan, the Land Development Code (LDC), and anticipate
the community’s current and future needs.
In Spring of 2025, the City hosted an Urban Land Institute Technical Assistance Panel (ULI-TAP) to create a
vision for Memorial Park. The ULI-TAP report is included.
Organization, Content, and Qualifications:
1. A letter of transmittal addressed to Aleesha Robinson, Finance Manager, which includes a statement by
the respondent accepting all terms and conditions and requirements contained in this RFP.
2. Include a discussion to demonstrate an understanding of the services required.
3. Provide a proposed schedule for completing the work.
4. Provide an organization chart indicating the names of all key persons and subcontractors.
5. Provide a resume of the personnel to be assigned to the work, and a statement regarding the availability
of key personnel.
6. Provide a listing of all proposed subcontractors to be used on this work and the type of services the
proposed subcontractor is to perform, information on the capabilities of the proposed subcontractor, and
whether or not the subcontractor has been previously used by the firm in the same capacity.
7. Consultant(s) must provide a minimum of three references including names, titles, addresses and
telephone numbers. References should be from recent recipients of the Consultant's services (within the
past five years), and preferably those who have received services similar to those to be performed under
this RFP.
8. The team should be led by a senior principal and must have sufficient staff on the assembled team to
assure prompt delivery of services and completion of assigned tasks. The selected firm(s) must include a
mix of design and planning professionals including those with AICP, RLA, and/or AIA certifications and
licenses, directly involved in the management and design of this planning solution.
9. The assembled team should be familiar with local dynamics and provide project experience based in a
coastal environment.
10. The assembled team should demonstrate experience necessary to facilitate multi-institutional components
and have experience with public space, design, and layout.
11. The application should contain a description of one unique feature, if incorporated into the design, that
would enhance Memorial Park.
Budget and Fee proposal:
The budget for this project is $100,000. A cost proposal addressing the elements of the work to be performed
shall be submitted. This proposal should be in sufficient detail to include the task, number of hours, unit hourly
rates and total proposal. The consultant shall indicate any and all costs, including subcontractors that are
considered necessary for the completion of the project.
Timeline:
The City of Tybee Island desires a complete master plan with 6-10 months of the awards date. The Consultant(s)
shall provide a detailed timeline to achieve this goal.
SCOPE OF SERVICES:
The firm will provide the City of Tybee Island professional planning and design services to assist in the
development of a master plan. The plan will include conceptual design documents, preliminary cost estimates as
well as scope and schedule documents. An effective proposal will include detailed information for providing the
following work items:
1. Information gathering including comprehensive analysis of existing site conditions and meeting with City
staff and stakeholders, including an advisory committee.
2. Solicitation of community input, through a series of at least four (4) outreach events including but not
limited to community meetings, City Council workshops, public hearings, starting with a kick-off meeting.
Care should be taken to adequately address the needs of the many stakeholders and users of Memorial Park
through multiple events.
3. Development of a master plan for the site which considers potential uses for the space and future priorities
in development while allowing for multiple rounds of review and feedback from City staff.
4. Estimated costs, schedule, and scope of work for proposed future improvement at the site.
The Master Plan should guide the development of additional park infrastructure, the redevelopment and/or
inclusion of existing facilities, and the reimagining of programming within Memorial Park, including the
strategies to accomplish the specific goals and objectives.
The Master Plan detail will:
1. Create a plan for future development to determine where new (or renovated) park and recreation amenities
will be located based on the feedback received from community outreach. Specifically identify areas of
improvement to security, lighting, sustainability, and climate resilience; as well as improvements to
recreational and educational programming and usage.
2. Incorporate a plan to unify and enhance landscaping and greenspace within Memorial Park.
3. Work with Tybee Island Maritime Academy representatives, the City and other stakeholders to determine
the ideal location for a potential new school and shared-used facilities within the Park.
4. Analyze utilities, access, existing uses, landscape features, and create an inventory of all types of
monuments and memorials, signage/landmarks, and user groups within the project area.
5. Analyze and propose enhancements to the circulation patterns within Memorial Park, including but not
limited to, the condition of the existing trail, pedestrian accessibility, Americans with Disabilities Act
(ADA) compliant modernization opportunities, condition and alignment of park access and adjoining public
streets, special event traffic, and parking.
6. Analyze agreement opportunities to manage usage and programming in existing and planned facilities.
7. Analyze and evaluate any proposed improvements or proposed or expanded usage, including but not limited
to potential impacts on Memorial Park, including maintenance, programming, and park access; and
opportunities to provide enhanced integration with park usage, activities and programming.
8. Complete a preliminary environmental review for impacts related to the construction and/or remediation of
projects proposed in the Master Plan.

1.1
Purpose: The purpose of this document is to provide general and specific information for use in submitting a bid
to supply the City of Tybee Island with equipment, supplies, and/or services as described herein. All RFPs are
governed by the Code of the City of Tybee Island, Georgia, 15-2015 Sec 1, Art VII, Procurement, Sec 2-400, and
the laws of the State of Georgia.
Proposers must carefully review all provisions of, and attachments to, this document prior to submission. Each
proposal constitutes an offer and cannot be withdrawn except as provided herein. This RFP and any attachments,
plans, and/or other related documents can be found on the City’s website at https://www.cityoftybee.org/Bids.aspx.
