INVITATION FOR BIDS
The City of Rock Island is seeking proposals for a Landscaping and Mowing
Maintenance Services for City Facilities, Traffic Medians/Entryway Signs and
Downtown Flowerbeds. This is a three-year contract with an option to extend for
1 year.
Sealed bids will be accepted by the City of Rock Island at the Office of the Municipal
Services Superintendent until 9:00 a.m. on Wednesday, November 26, 2025 for the
following project:

The Contractor will be responsible for complying with all local, state, and federal
regulations pertaining to this project.
It is the intent of the City of Rock Island to award a contract to the lowest responsible
bidder provided the bid has been submitted in accordance with the bidding
requirements. The City reserves the right to reject any or all bids and to waive
informalities or technicalities.

Sealed bids will be received, opened at 9:01 a.m. on November 26, 2025 or at such
later time and place as may then be fixed.
Bids may be hand carried or mailed and will be received at the City of Rock Island
Public Works Facility, 1309 Mill Street, Rock Island, IL 61201 until 9:00 a.m. on
November 19, 2025. Bid envelopes must be sealed and marked “ATTN: LUKE
VANLANDEGEN FACILITY LANDSCAPING CONTRACT
Each Bidder shall accompany the Bid with a Bid security, in a separate envelope, as
security that the successful bidder will enter into a contract for the work bid upon. The
bidder's security shall be in an amount equivalent to five percent (5%) of the bid
amount, and shall be in the form of a cashier's or certified check drawn on a bank in
Illinois or a bank chartered under the laws of the United States of America, or a certified
bank share draft drawn on a credit union in Iowa or chartered under the laws of the
United States of America or a bid bond with corporate surety satisfactory to the Owner.

SPECIFICATIONS
Contractor shall perform, at their own risk, the maintenance, furnish all labor, equipment,
and supplies for the landscaping of all landscaping beds at the following facilities and right
of way locations:
Contractor is expected to be familiar with all areas and locations of the work and if they
are not, shall have those questions answered before commencing work on this contract.
Contractor must be able to receive requests via email, phone and text messages.
The Municipal Services Superintendent or designee(s) shall be the sole judge as to
whether the Contractor's work conforms to the specifications.
The City of Rock Island may expand this contract at any time to include additional
landscaping areas upon a mutually agreed price.
The City of Rock Island shall have the right, for its convenience, to terminate or suspend
the Work in whole or in part at any time by written notice to Contractor upon 30 days’
notice.
The City may extend the current contract for one year by mutual agreement in
writing for a price increase reflective of the Consumer Price Index.
Change Orders: Any work to be added or deducted from contract amounts, as may be
required from time to time, will be completed through a written change order issued by
the City of Rock Island.
Payment:
The successful contractor will be entitled to six (6) equal monthly payments, with the first
invoice submitted no earlier than May 1st of each contract year. Continue to submit bills
for the previous month’s work no earlier than the first of each month.

Inspection of Work: City staff will make periodic inspections of all work sites. The
contractor may be requested to accompany staff. Inspections may include a walk through,
as well as a riding visit.
Hours of Work: Work may not commence earlier than 7:00AM and shall cease at dusk,
Monday through Saturday. Sunday work may be permitted, but must be authorized by the
City of Rock Island.
