Title: Gasoline and Diesel Fuels Delivery

The Kenton County Fiscal Court (County) is accepting sealed bids for providing the County Public Works Department with bulk fuel deliveries, to include Gasoline and Diesel Fuels to the Public Works campus. There is also occasional need for Dyed Diesel off road to be delivered for generators at several locations within the County. This invitation for bids is for the period beginning March 1, 2026, and ending March 1, 2028. The Contract may be extended for two (1) year periods upon a request by either party and with approval of the Kenton County Fiscal Court.
Kenton County Fiscal Court has a fueling station at its Public Works Department with a 10,000-gallon gasoline tank and an 8,000-gallon diesel tank. These are utilized for fueling vehicles and equipment for our various departments within the County. The average estimated annual usage is 67,000 gallons of gasoline and 25,000 gallons of diesel fuel.
All BIDS must be tied to the daily gross price for the product quoted in the Oil Price Information Service (O.P.I.S.) for the PAD 2 report for Covington, Kentucky, and are to be quoted as an amount above the daily contract price of the confirmed day of delivery. The confirmed daily gross price is noted on the O.P.I.S. price sheet. Bid prices are to include ALL DELIVERY CHARGES and are to be EXCLUSIVE of any applicable taxes. Taxes and applicable local, state, and federal regulatory fees should not be included in the price proposal. Applicable taxes and regulatory fees will be added to the net amount invoiced.
SPECIFICATIONS - GASOLINE Gasoline is to be based on the Covington, KY, O.P.I.S. Low RFG 87 Octane Ethanol Blends Gross Prices report.
SPECIFICATIONS – DIESEL FUEL Diesel is to be based on the Covington, KY, O.P.I.S. Average No. 2 Sulfur for on road diesel, Standard No. 2 Distillate Fuels and Low Standard No. 2 Red Dye Distillate for off road Fuels report.
Diesel shall be commercial truck grade for spring, summer and fall with additional specification for winter-blend to minus 20 degrees F for deliveries made during winter months.
The County also has a few remote sites that require Dyed Diesel Off Road for use in generators at various sites located in the County. Minimum quantity, delivery fees, and amounts should be noted on the pricing sheet in relation to the filling of these locations.
The quantities and estimated fuel usage listed in the Proposal Sheet is provided to give a general indication of the scope of the work and for the comparison of proposals. No warranty is made, either expressly or by implication, that the actual quantity of work to be done will correspond therewith.
