  1. Introduction

The Essex County Land Bank (ECLB) is soliciting proposals from qualified roofing contractors for a complete roof replacement at 116 Montcalm Street, Ticonderoga, New York, located in the County of Essex. The building is a three-story commercial structure, approximately 13,536 square feet, constructed in 1942 with a flat roof system.

The selected contractor will be responsible for removing the existing roof system and installing a new roofing system in accordance with all applicable New York State Building Codes, local zoning regulations, and manufacturer specifications for warranty coverage.

Scope of Work:
The project includes, but is not limited to:

  1. Removal and lawful disposal of all existing roofing materials down to the deck.
  2. Inspection of roof decking and identification of any areas requiring repair or replacement (include cost allowance per square foot for deck replacement).
  3. Installation of a new roofing system compliant with NYS Energy Code and local zoning requirements.
  4. Installation of flashing, edge metal, and drainage systems (gutters, scuppers, etc.) to ensure watertight integrity.
  5. Sealing of all roof penetrations and proper termination at walls and parapets.
  6. Provision of manufacturer’s and contractor’s warranties (minimum 20-year system warranty).
  7. Site clean-up and disposal of all construction debris in accordance with local regulations.
  1. Submission Requirements

Proposals must include the following:

  • Company Profile – including years in business, ownership, and key personnel.
  • Experience – relevant project examples, particularly commercial flat roof systems of similar size and scope.
  • Project Approach – description of proposed roofing system, materials, and installation method.
  • Project Timeline – anticipated start and completion dates.
  • Cost Proposal – detailed line-item cost breakdown, including materials, labor, and contingencies.
  • Proof of Insurance – current general liability and workers’ compensation coverage.
  • References – minimum of three (3) recent commercial clients.
  • Warranty Information – manufacturer and contractor warranty details.
  1. Proposal Evaluation Criteria

Proposals will be evaluated based on:

  • Qualifications and relevant experience
  • Compliance with NYS and local codes
  • Proposed roofing system and warranty
  • Cost competitiveness
  • Ability to meet project schedule
  • References and past performance

The Essex County Land Bank reserves the right to reject any or all proposals, to waive informalities, and to award the contract deemed in the best interest of the organization.

  1. Site Visit

There will be one opportunity for prospective bidders to view the site prior to the bid submission deadline.
A pre-bid site visit will be held on Friday, November 14, 2025, at 2:00 p.m.

All contractors must check in at 111 Montcalm Street, Ticonderoga, NY, prior to the site visit at 116 Montcalm Street. Check-ins are required.

This site visit will allow contractors to examine existing roof conditions, verify all measurements, and assess any factors that may affect the scope of work. Contractors are responsible for obtaining all necessary information for the preparation of their proposals.

  1. Submission Deadline

All proposals must be submitted no later than Monday, November 24, 2025, at 4:00 p.m.
Late submissions will not be accepted or considered.
