Portsmouth Naval Shipyard (PNSY) in Kittery, Maine seeks sources capable of providing calibration service requirements, including any necessary repairs, for the Test, Measurement, and Diagnostic Equipment (TMDE) for the Emerson/Rosemount, Compact Annubar Multivariable Flow Meter, Model 3051SFC1AS020N000T73JA1A3Q4 M5F2 in accordance with the attached draft Statement of Work (SOW).

The Government anticipates the award of a Firm-Fixed Price contract.

This Sources Sought announcement is published for market research purposes only. In accordance with Federal Acquisition Regulation (FAR) 15.101-2, the Government does not intend to award a contract based on this notice, nor will it otherwise pay for the information requested. Responses will be treated strictly as information only and will not be considered as proposals.

The anticipated Period of Performance is structured as follows:

The market research results from this notice will assist the Government in identifying qualified sources capable of accomplishing the work outlined in the SOW.

Interested sources are invited to submit a capability statement confirming their intent and capability to quote. Please adhere to the following response criteria:

Proprietary information, if any, should be minimized and must be clearly marked as such.

Please include the following information in your capability package:

2. Point of Contact (POC): Name, title, telephone number, email address, and physical street address.


3. Business Size & Type: Identify your business size (Large or Small) and any socio-economic designations (e.g., 8(a), HUBZone, SDVOSB, WOSB) relative to the NAICS code listed above.


4. Technical Capabilities: Provide supporting documentation demonstrating your ability to meet the requirements outlined in paragraphs 3.3.1 to 3.6 of the draft SOW.


5. Government Property Management System: Confirmation of an active, approved Government Property Management System in accordance with FAR 45.104.


6. Debarment Status: Affirmation that the entity does not appear on the Excluded Parties List System (EPLS) in SAM.gov.


7. Supplemental Materials: Company’s brief Capabilities Statement, applicable certifications, testing procedures, or relevant marketing materials.
