Methane Analyzer and Eddy Covariance Equipment Purchase and Delivery
Description:

The New York State Department of Environmental Conservation (NYSDEC), Office of Climate Change is soliciting bids for the purchase and delivery of a methane analyzer integrated into an eddy covariance instrument package that is capable of quantifying methane fluxes at a landscape scale. Section 75-0105 of the NYS Climate Law requires the DEC to issue a report on statewide greenhouse gas emissions annually. The report must include all emission sources in the state and use 'the best available science and methods of analysis, including the comparison and reconciliation of emission estimates from all sources... field data, and peer-reviewed research." The law specifically calls out landfills for inclusion in the report; they are a recognized significant source of methane to the atmosphere and the dominant emissions source in the waste sector. Landfill methane emissions are difficult to quantify using typical activity data (e.g. the volume or mass of waste in place) because they also depend on the composition of that waste, the age of the waste, climate conditions, and the landfill’s specific engineering design and operations and maintenance. Direct measurements of landfill emissions are important but difficult to make because they need to be able to capture both diffuse (e.g. through the landfill cover) and point-source type emissions (e.g. wells, leachate pumps, cover holes) as well as make measurements continuously in order to capture emission fluctuations that happen with weather and operational changes.
