6515--Notice of Intent to Sole Source - GE MAC 5 A4 Electrocardiograph (EKG) Machines - Brand Name Only - for the VA Western New York Healthcare System

NOTICE OF INTENT TO SOLE SOURCE

The Network Contracting Office (NCO) 2, Department of Veterans Affairs intends to award a firm fixed price sole-source contract with TRILLAMED LLC, a SDVOSB, for the purchase of four (4) Portable GE Health Care MAC 5 ECG systems, parts, software, accessories and training for the VA Western New York Healthcare System (VHAWNYHS) Home Home-Based Primary Care, (HBPC).

This sole source determination is in accordance with FAR 8.405-6(b), item peculiar to one manufacturer. Per market research it was determined that no other supplies or services will satisfy agency requirement as the GE Health Care MAC 5 ECG system is the only known brand and model of portable ECG machine approved to be used per the VHA National Directive 1102.06. Additionally, this is the only portable equipment that can connect to GE Marquette Universal System of Electrocardiography (MUSE) Cardiology Information System that is used by the VHAWNYHS for their cardio data management.

TRILLAMED LLC is the only authorized distributor under GE Healthcare FSS contracts 36F79721D0154 (GE Medical Systems Information Technologies). TRILLAMED LLC is a certified Service-Disabled Veteran Owned Small Business (SDVOSB), and their UEI is GW9FLBWB5625.

The North American Industry Classification System (NAICS) code for this procurement is 334510 and the size standard is 1,250 employees.

No solicitation package will be issued. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement. Interested vendors that can meet this requirement, should identify their interest and capability, and respond to this notice by 4:00 PM EST on March 05, 2025. Interested vendors must send a capability statement, no more than one page in length; to include Company Name, UEI Number, Socioeconomic Category, brief description of your business entities capability to provide these items.

All information shall be provided at no cost or obligation to the Government. Responses must be sent via email to the Contracting Officer. E-mail: Myra.Green2@va.gov and will consider responses received by 4:00 PM EST on March 05, 2025. Facsimile or telephonic responses will not be accepted.

Simply responding as an interested party does not constitute your company as a source. Offeror must provide the above requested information.

A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.
