Project Description: Bid Form and electronic copy of Bid Security for the “2026 Lehigh Township Road Program - Timberline Road Reconstruction” (the Project) will be received online via the PennBid Program until 11:00 a.m. prevailing time on August 25, 2026. At that time, proposals will be publicly opened via PennBid at the Township Engineer’s Office, Hanover Engineering Associates, Inc., 3355 Route 611, Suite 1, Bartonsville, PA 18321-7822.
Final questions are due no later than 1:00 p.m. on August 19, 2026.
The Project consists of stormwater pipe replacement, approximately 34,332 square yards of cold in-place recycled asphalt base course, scratch/leveling course, and wearing course overlay. The project includes the entire length of Timberline Road (T-814), approximately 14,045 feet in length.

The proposal shall be accompanied by a Bid Bond in the required form, certified check, bank cashier’s check, or other security acceptable to the Owner in the amount of 10% of the total Base Bid. Bids will be effective for 60 calendar days from the Bid opening date except as permitted by law and may not be withdrawn during this period.
All Bidders and Subcontractors must be PennDOT pre-qualified for Work Class Codes “E” Flexible Base Course, “F” Bituminous, and “H” Drainage, Water Main, Storm Sewer as applicable.
The Contractor shall comply with the provisions of the Davis Bacon wage determination HUD Form 4010 in the bid package. The Contractor shall include these requirements in all subcontracts for the project. Specific requirements for bidding are described in the Bidding Documents. Weekly certified payrolls are required.
The project is subject to a contract between the County of Northampton and Lehigh Township as part of Northampton County’s Community Development Block Grant Program.
Lehigh Township reserves the right at its option to waive any informalities, irregularities, defects, errors or omissions in any or all Bids, and to accept or reject any or all parts of the Bids which in its judgment is in the best interest of the Township.
