Pursuantto Texas Government Code § 2254.004, Subchapter A., the Texas HistoricalCommission (THC) is seeking expressions of interest and Statements ofQualifications from qualified individuals or firms to provide professionalarchitectural/engineering services for Planning and Capital Improvements at theBush Family Home State Historic Site located in Midland, Midland County, Texas in accordance with the terms and conditionsof this Request for Qualifications (RFQ).
Respondents are strongly encouraged to visit thesite during normal business hours and become familiar with its physicalcharacteristics. Questions about the project scope may be submitted in writingby the deadline stated in Section 3.1 Schedule of Events and will be answeredvia posting on the ESBD.
The Historic Sites Division of theTexas Historical Commission wishes to contract for architectural/engineeringprofessional services with a qualified individual or firm for planning anddesign of capital improvements to the Bush Family Home State Historic Site inMidland, Texas.
TheBush Family Home State Historic Site is located in a residential neighborhoodin Midland, Texas. The site preserves and interprets the circa 1939 Bush FamilyHome, telling the history of the Bush Family’s time living in Midland in thecontext of their broader political contributions.
Inaddition to the historic home, the site includes a staff residence, staffoffices located in an adjacent residential structure/detached garage, twovacant residential structures in poor condition, and four outbuildings.
Thescope of the project is to prepare an Interpretive Master Plan for the site(see description below) and then design and construct certain recommendedcomponents of that plan, the first being a new Learning Center that willcontain visitor reception, retail sales, interpretive exhibits, a meeting room,restrooms, and associated support spaces. In addition to the typical array ofengineering disciplines (structural, civil, MEP, etc.) that would be includedin a project of this type, the A/E will subcontract with an experiencedinterpretive planning firm to prepare the Interpretive Master Plan component.
AnInterpretive Master Plan is a foundational document that that helps thehistoric site tell its stories, interpret its resources, and achieve itsoverall mission. The IMP presents a researched narrative of the site’s history,establishes goals and objectives, identifies the site’s main themes and topics,determines key messages, creates strategies for delivering content, and ensuresthat visitors understand and appreciate the organization's content. Althoughthe prime firm may collaborate with the interpretive planning firm to performsome of these functions, the interpretive planning firm will be the author ofthe IMP document.
Followingselection of the A/E, but prior to the execution of the prime contract, THCwill work with the selected A/E to identify qualified interpretive planningfirms and engage in a fair and competitive selection process to select one ormore firms to provide the required services.
The A/E will provide full designand construction administration services for the total project and will managea team of other professionals and specialists including, but not limited to,the following disciplines: landscape architecture, structural engineering,civil engineering, MEP engineering, and other consultants as determined to benecessary to perform the scope described herein.
Thissolicitation has been identified as one that does require a HUB SubcontractingPlan. You must complete and submit a HUB Subcontracting Plan. The HUBSubcontracting Plan is included as Exhibit G in this solicitation. Should any Respondent find discrepancies among the solicitation document, orshould the Respondent be in doubt as to their exact meaning, the Respondentshould notify the THC Contact at once. All inquiries shall be submitted in writing by the date listed in the 3.1 Schedule of Events. Verbalinquiries and responses will not be valid or binding.
