The Community Wi-Fi Grant Project aims to bridge the digital divide and enhance broadband access for the New Haven Green for multi-cultural events.
This request for proposal seeks a qualified proposer to deploy high-speed, secure, and scalable wireless internet access across the New Haven Green for community and cultural events. The project will ensure a minimum of 1 gigabit-per-second symmetrical download and upload speeds, meeting or exceeding the program's technical requirements.
Furnish all labor, supervision, engineering, project management, materials, equipment, tools, transportation, permits, coordination, installation, configuration, testing, training, documentation, warranty services, and incidental work necessary to furnish and place into operation a complete outdoor public Wi-Fi system serving approximately 16 acres of the New Haven Green.
The project includes installation of approximately fifteen outdoor-rated Wi-Fi 6/6E access points on existing or new poles, light fixtures, rooftop locations, and other structures; dedicated fiber-optic backhaul to a Community Anchor Institution served by the Connecticut Education Network; enterprise-grade switches, routers, PoE/PoE+ equipment, injectors and related network electronics; NEMA-rated outdoor enclosures; electrical and power connections; solar power and backup UPS equipment where utility power is unavailable; mounting hardware; fiber and communications cabling; terminations; grounding; bonding; surge and lightning protection; and restoration of affected areas.
The contractor will also configure WPA3 security, VLAN segmentation, public and privileged network access, eduroam and RADIUS authentication, centralized network management, usage reporting, performance monitoring and quality-of-service controls. The work includes RF coverage testing, fiber certification, speed and throughput testing, system commissioning, training, equipment inventory, operating documentation, test reports and record/as-built drawings. The completed system must provide at least 90 percent coverage at -67 dBm or better and support at least 1 Gbps symmetrical bandwidth per sector.
