A.    Project Description

Through this selection process, ODNR intends to engage a Design-Builder to provide design and construction services. This project is an administrative priority to the State of Ohio and ODNR. As a result, firms experienced with accelerated project delivery methods are preferred. The scope will include: 1) demolition of the existing Beach House, site preparation and building replacement with new construction; 2) paving improvements to include the renovation of parking accommodations, installation of new driveways and drop off lanes and resurfacing existing access roads throughout the Park; 3) site preparation and construction of new public restroom located at the Horseman's Camp.



The Program of Requirements ("POR") will be provided as part of this project by the Criteria Architect/Engineer ("Criteria A/E"). ODNR has selected CT Consultants as the Criteria Architect/Engineer for this project who will develop the criteria documents to a schematic documents level.



The Ohio Department of Natural Resources (ODNR) through the Division of Parks and Watercraft is responsible for the management of 75 state parks, including Salt Fork State Park in Guernsey County. Salt Fork State Park is at the crossroads of Interstate Routes 70 and 77, about 90 miles east of Columbus, OH and 100 miles west of Pittsburgh, PA. This is the largest of Ohio's 75 State Parks with 17,229-land acres. The park also features a 2,952-acre lake with unlimited horsepower, making it a popular destination for recreational boaters and anglers. Amenities include two marinas with seasonal dock rentals, eight launch ramps, three boater-swim areas, a 400-foot-long boater's beach, as well as a 2,500-foot-long public beach. A star attraction is the park's large campground with 215 campsites, ranging from full­hookups that accommodate RVs of all sizes to "primitive" tent-only sites. The park also offers a horseman's camp with 24 campsites and 70-plus miles of bridle trails.


B.    Scope of Services

The Owner will be requesting a GMP as part of the Best Value selection process; therefore, self-performed work will be approved, subject to the firm submitting an acceptable subcontractor plan. The short-listed firms are treated as approved subcontractors for this purpose. There will be no obligation for the selected firm to solicit bids from subcontractors for the purpose of comparing the price of proposed self-performed work. In addition, the contingency utilization provisions related to the award of a low subcontractor bid are waived.



The project and construction budget as listed in this RFQ is estimated



The selected Design-Builder ("DB"), as a portion of its required Scope of Services and prior to submitting its proposal, will discuss and clarify with the Contracting Authority and/or Owner, the breakdown of the Agreement detailed cost components, to address the Owner's project requirements and refine the project schedule. Participate in the Encouraging Diversity, Growth & Equity (EDGE) Program as required by statute and the Agreement.



As required by the Agreement, and as properly authorized, provide the following categories of services: develop and maintain estimates of probable construction cost, value engineering, project schedules, and construction schedules; lead and manage the Schematic Design, Design Development, Subcontractor Prequalification and Bidding process, Construction Documents, Construction and Closeout stages.



Refer to the Ohio Facilities Construction Manual additional information about the type and extent of services required for each. A copy of the standard Agreement can be obtained at the OFCC website at https://ofcc.ohio.gov .



The preconstruction and construction services are generally described below. Subcontracts including Plumbing, Fire Protection, HVAC, and Electrical trades will be awarded by the DB to prequalified vendors using a competitive process. The parties will engage in an "open book" pricing method in which all subcontracted work shall be based upon competitive pricing that will be reviewed by the Contracting Authority and the Owner, the Criteria A/E and the DB. The Contracting Authority and/or Owner shall have access to all books, records, documents and other data in the DB's possession related to itself, its subcontractors and material suppliers pertaining to bidding, pricing or performance of the Agreement.


Preconstruction Services: The DB will work cooperatively with the Contracting Authority and/or Owner, Criteria A/E and Project Team, and will provide, among other services, schedule development, estimate development, program verification, schematic design, design development, subcontractor prequalification and bidding, construction documents preparation, constructability review, permits, budgeting, value engineering, and preconstruction planning throughout the preconstruction stages. The DB will work cooperatively with the Contracting Authority/Owner, Criteria A/E and Project Team, and will provide, among other services, schedule development, estimate development, program verification, schematic design, design development, subcontractor prequalification and bidding, construction documents preparation, constructability review, permits, budgeting, value engineering, and preconstruction planning throughout the preconstruction stages. The criteria architect will provide the criteria documents (the "Basis Documents") to the shortlisted DB teams prior to the preproposal meetings. Any questions or clarifications will need to be presented at that time.


Construction Services: The DB shall construct the Project pursuant to the construction documents and in accordance with the schedule requirements. The DB shall hold all subcontracts and shall be fully responsible for the means and methods of construction, weekly progress meetings, testing and inspections, project safety, project completion within the schedule agreed upon in the preconstruction phase, compliance with all applicable laws and regulations including monitoring compliance with all EDGE, equal employment, and prevailing wage requirements, and submitting monthly reports of these activities to the Contracting Authority. All subcontracts shall be on the subcontract form prescribed by OAC Section 153:1-03-02. The Contracting Authority reserves the right to approve the DB's selection of subcontractors and any supplemental terms to the subcontract form.



For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ:

1.    Experience on project as a Design Builder

2.    Experience with environmental permitting coordination including Cultural Resources

3.    Experience with similar scope (Water/ Wastewater, Electrical, Park Restroom/Concession Design, New Construction, Plumbing, Mechanical, Structural)

4.    Experience with similar scope of roadway rehabilitation design and construction

5.    Experience with project schedule management across multiple construction seasons

6.    Ability to design project scope within budget in current market conditions

7.    Experience with phasing construction projects to mitigate market conditions and lead times

8.    Experience with expedited project delivery including design, bidding and construction schedule management and phasing construction projects

9.    Experience/familiarity with subcontracting markets of applicable locations

10.    Experience managing OFCC administered capital projects utilizing State of Ohio contract documents and OAKS Cl

Engineers Estimate: $8,242,369.41
