General Notice
Williamsburg County (Owner) is requesting Bids for the construction of the following Project:
Country Club Road Water Line
Engineer’s Project No. 25-0201
Bids for the construction of the Project will be received
at the office of the Bid Committee located in the County Council Chambers on the first floor of the Williamsburg County Complex, 201 West Main Street, Kingstree, South Carolina 29556, until

The Project is located in Williamsburg County, South Carolina, and consists of improvements to the existing water system connections to include the following Work:

Installation of approximately 3,573 LF of 8” PVC waterlines and all related work and appurtenances

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:30 am and 4:00 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Bidding Documents also may be examined at iSqFt® and Dodge Report.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above.
Bidding Documents are available via electronic download (as portable document format [PDF] files) for a non-refundable charge in the amount shown below. A link will be emailed with download instructions. Alternatively, printed Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office’s receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding Documents, per set, is in the amount shown below, payable to “Eastern Engineering,” including shipping charges.

A pre-bid conference will not be conducted for this project.
Instructions to Bidders
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Each bidder must deposit security in the amount and form specified in the Information for Bidders.
CDBG Requirements
This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240, and Build America, Buy America Act (BAP), imposed by the Build America, Buy America Act (BABA), enacted under Division G, Title IX of the Infrastructure Investment and Jobs Act (IIJA, Pub. L. No. 117-58) signed into law on November 15, 2021.
Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract.
The owner reserves the right to waive any irregularities, or to reject any or all bids.
