Request for Proposals (RFP) for 2025 Dothan Utilities 2025 Cost of Service & Rate Study
The City of Dothan is requesting the development of a comprehensive utility system cost of service
and rate study for water, sewer and electric utilities; including pole attachment license agreement
fees; power cost adjustment modeling and other necessary cost adjustment factors; and additional
non-standard cost of service evaluations for rates, charges, and billings as needed. The intent of
the study is to independently assess and evaluate Dothan Utilities’ existing water, sewer and
electric rates to include pole attachment license agreement fees, power cost adjustment, and other
non- standard cost of service evaluations needed and provide recommendations to plan for the City
of Dothan’s future. The broad objective of the study is to ensure the City of Dothan (HEREIN called
“the city”) can adequately fund the water, sewer and electric utility operations and services,
current and future capital costs, and bonded debt to provide the best municipal services while
minimizing customer rates.
1. All proposals must be submitted in writing no later than 2:00 p.m. CST on October 21, 2025,
to be considered. Firms mailing proposals should allow normal delivery time to ensure timely
receipt of their proposals. Proposals may be hand delivered to the City of Dothan Purchasing
Department: 126 North Saint Andrews Street, 36303, second floor room 213 or mailed to: City of
Dothan Purchasing Department, P. O. Box 2128, Dothan, AL 36302-2128, ATTN: Thad Taylor.
2. All proposals must be sealed and clearly marked on the outside “Request for Proposals 2025,
Cost of Service & Rate Study City of Dothan, Alabama”. Each firm should submit five (5) copies of
their proposal package. The firm’s name should also appear on the outside of the package along
with the proposal number.

4. The city is not liable for any costs incurred by the proposing firm prior to execution of the contract. g firm should be apprised that the contents of the successful proposal may become contractual obligations of the contract.
