Scott Candler Water Treatment Plant Filter Media Replacement

The County of DeKalb, GA (the "County"), is soliciting sealed Bids for Scott Candler Water Treatment Plant Filter Media Replacement . Bids are to be submitted via the County's eProcurement Portal via https://procurement.opengov.com/portal/dekalbcountyga PRIOR TO 3:00 pm on Monday, August 31, 2026 . Late Bids will not be accepted.

Project work includes

• Structural, mechanical, and process improvements. All work will be executed within the existing filter building footprint. ​

• Remove and dispose of existing filter media ​

• Inspect and repair basins and underdrains ​

• Procure and install new GAC media in 12 filter bays ​

• Inspect air scour valves, pumps, blowers, sluice gate ​

This project involves the removal and replacement of the water filter media at the Scott Candler Water Treatment Plant.

• The filters are vital for safe drinking water in DeKalb County. ​

• An assessment showed the Granular Activated Carbon (GAC) media has significantly degraded physically and lost adsorption capacity due to age and long-term use, risking filter performance and operational disruptions. ​

• Internal filter components (grating, ladders, underdrains, etc.) require inspection, repair, and selective replacement to ensure safety, integrity, and reliable operation. ​

• Upgrades will maintain regulatory compliance, support water quality goals, and preserve operational flexibility. ​

• This project will proactively address aging infrastructure, minimize emergency repairs, and prepare the plant for future challenges like PFAS treatment, ensuring uninterrupted service. ​
