Invasive Species Grant Program Round 4 2025

The NYS DEC Invasive Species Grant Program (ISGP) creates opportunities for municipalities, not-for-profits, and academic institutions to enact projects that address the impacts of invasive species by including categories covering control, removal, research, prevention and restoration/resiliency projects. The ISGP is funded by the State's Environmental Protection Fund (EPF) and is designed to meet goals of the NYS Invasive Species Comprehensive Management Plan

For 2025, the ISGP now offers Round 4 of this funding opportunity. Qualifying bidders are encouraged to apply within one of four project categories:

1. Aquatic Invasive Species Spread Prevention or Boat Decontamination
Delivery of Boat Steward Services at public boat ramps for education/outreach and voluntary inspection of boats to comply with Part 576 standards: https://dec.ny.gov/regulatory/regulations/chapter-v

And/Or

Delivery of services at Boat Decontamination Stations, including the purchase of decontamination equipment, to augment existing boat programs for education/outreach and voluntary boat inspections.

2. Terrestrial and Aquatic Invasive Species Rapid Response and Control
Projects which provide for the control and management of invasive species including biocontrol.

3. Terrestrial and Aquatic Invasive Species Research
Projects which investigate and deliver upon Invasive Species Research initiatives that lead to improved understanding and outcomes in the management of invasive species.

4. Restoration and Resiliency of Sites Impacted by Invasive Species
Projects which restore native species or habitat at sites significantly impacted by invasive species.

Funding
Approximately $4,000,000 is available for Round 4 of the Invasive Species Grant Program. Funding for this grant opportunity is provided from the Environmental Protection Fund (EPF).

Proposed Project Timeframes
All projects must have defined objectives, tasks, and deliverables accounted for in performance measures that can be completed and invoiced within a three-year contract period/term. Costs outside the contract period/term are ineligible. The Master Contract for Grants (MCG) must be fully approved by DEC, and, if applicable, approved by the Attorney General and the State Comptroller. One-year time extensions beyond the contract term end date may be allowed by the Department based upon written justification from the Bidder. Bidders should not submit a bid if they do not anticipate their project can be completed within the specified contract term.

Minimum and Maximum Award Amounts
Minimum grant amount is $11,000; Maximum grant amount is $250,000

-Boat Steward Outreach and Education/Voluntary Inspection
-Boat Decontamination Stations to augment existing steward programs $ 750,000
2. Terrestrial and Aquatic Invasive Species Rapid Response and Control $1,500,000
3. Terrestrial and Aquatic Invasive Species Research $ 250,000
4. Restoration and Resiliency of Sites impacted by Invasive Species $1,500,000

Bid Limit/Award limit
Bidders may submit up to two bids. Multiple bids may not be for the same project or project location.

Eligible Project Locations
Eligible projects for grant funding must be located completely within the geographic boundaries of New York State.
