The 9th Contracting Squadron (9 CONS) at Beale AFB, CA intends to award a sole-source contract to Laurus Systems, Inc. for the procurement of three (3) Portable Explosive Detection Device (PEDD) kits. This acquisition is necessary to ensure enhanced explosive screening capabilities, force protection, and compliance with the Air Force Security Forces Center (AFSFC) Mandatory Use Policy. The acquisition will utilize commercial product procedures under FAR Part 12.
This acquisition is being conducted under the authority of the Women-Owned Small Business (WOSB) Program (FAR 19.1506 / Local Supplement FAR 19.107-3(b)), which permits sole-source awards to WOSBs for eligible NAICS codes. The statutory authority for this sole-source procurement is 15 U.S.C. 637(m). A Sole Source Justification and Approval (J&A) has been prepared to support this action.
Background: The 9th Security Forces Squadron (9 SFS) relies on portable explosive detection equipment for daily security operations at critical installation entry points, including the Commercial Vehicle Inspection Area (CVIA), Schneider Gate, and the Upgraded-Early Warning Radar (UEWR). Due to the age and degradation of legacy devices, there is an immediate need to replace non-operational equipment to augment Military Working Dog (MWD) detection capabilities. The required procurement of modern DetectaChem SEEKER Pro-Explosives kits will provide a highly accurate, robust, and reliable screening method to identify threats before they can breach the installation perimeter.
Scope of Work: Laurus Systems, Inc. will provide all necessary commercial products and warranty support to fulfill the PEDD requirement for Beale AFB. Delivery is expected within 30 Days After Receipt of Order (ARO). The scope includes:
Delivering three (3) complete, commercially available SEEKER Pro-Explosives handheld trace detector units capable of identifying a broad range of explosive materials in under 30 seconds.
Providing all mandatory mission-ready accessories per kit, including hot-swappable lithium-ion batteries, battery charging stations, ruggedized carrying cases with custom foam inserts, and adjustable lanyards.
Providing an initial supply of consumable explosive test swabs/cards.
Providing a comprehensive three (3) year extended warranty and maintenance support package for all units.
Place of Delivery: The equipment will be delivered FOB Destination to the 9th Security Forces Squadron (9 SFS) at Beale AFB, CA BLDG 25470.
Sole-Source Justification: This acquisition is being conducted as a sole-source award to a Women-Owned Small Business (WOSB). Laurus Systems, Inc. is the only responsible WOSB source identified during comprehensive market research capable of meeting the Government’s stringent technical and operational requirements due to the following:
Laurus Systems, Inc. is a certified WOSB and an authorized distributor of the DoD-recommended Original Equipment Manufacturer (DetectaChem).
The Naval Surface Warfare Center (NSWC) Explosive Detection Equipment (EDE) Program formally reviewed the 9 SFS CONOPs and officially recommended the DetectaChem SEEKER Pro system in accordance with the AFSFC Mandatory Use Policy.
Market research, including a SAM.gov Sources Sought (FA468626PEDD), identified Laurus Systems, Inc. as the sole certified WOSB capable of providing the exact required equipment, accessories, and mandatory multi-year warranties.
Response Instructions: This notice of intent is NOT a request for competitive quotations. However, interested parties may submit a capability statement to demonstrate their ability to fulfill this requirement. Capability statements must include clear and convincing evidence of the following:
Status as a certified Women-Owned Small Business (WOSB) under NAICS 334519.
Status as an authorized distributor of the DoD-recommended DetectaChem SEEKER Pro product line.
Ability to meet all specific requirements outlined in the Scope of Work, including the 30-day delivery timeline, required accessories, and the 3-year extended warranty.
The Government will consider all responses received by the deadline of May 14, 2026, at 10:00 AM PDT. A determination by the Government not to compete this proposed contract action is solely at the discretion of the Government.
