Request for Proposals: Silver Summit Services Building Exterior Art Benches
Silver Summit Services Exterior Artwork Project
Celebrating unity, community, justice, service and law and order the Summit County Public Art
Advisory Board (“SCPAAB”) seeks artists or artist teams to propose a concept for up to seven
artistic benches to be installed on the exterior of the Sheriff’s Office/Attorney’s Office at the
Silver Summit Services Building. Artists and artists
teams may submit designs for one or up to seven benches.
PROJECT BUDGET: Up to $52,000 (8 foot benches are $10,146.35 each, and 5 foot benches are $6,341.46
each)
Budget is inclusive of artists’ fees, usage fees, insurance, labor, equipment and permits to design
and produce artwork, artwork installation, and travel costs including airfare, hotel, and ground
transportation.
PROJECT TIMELINE:
The projected artwork installation period will take place between summer and fall of 2026. The
respondent should specify the desired installation timeline in their proposal.
ELIGIBILITY:
Any artist or artist teams interested in responding to this Request for Proposals (RFP) may
complete a proposal in accordance with the guidelines provided below.
Respondents may submit proposals for one or all seven benches. Additional consideration may be
given to submissions with stated relevance and ties to Summit County, UT. SCPAAB members, employees
of Summit County, selection panel members, project personnel, and immediate family members of all
of the above are not eligible to apply.
Respondents are instructed not to contact or seek references from County employees, contractors,
selection committee members, elected officials or attempt to externally manipulate or influence the
procurement process in any way, other than through the instructions provided herein. The County, in
its sole discretion, may disqualify a respondent for violation of this provision.
APPLICATION:
Artists and/or artist teams may submit proposals for the Silver Summit Services Building Exterior
Art Benches. Submission of digital materials is required. Please review all guidelines in this RFP
and resources provided. Incomplete responses will not be considered.
PRE PROPOSAL MEETING:
A preproposal meeting will be held on Friday, May 15 from 9 to 10 a.m. The preproposal meeting is

QUESTIONS:
All questions regarding this RFP must be submitted in writing through the Utah State’s
Procurement Website (UP3 Bonfire) by 5:00 p.m. on Monday, May 18th at 5:00 p.m.

Project Background
The Silver Summit Services Building is a newly developed multiuse building in Summit County that
will consolidate essential community services like the Summit County Sheriff's Office and the
County Attorney’s Office.
The SCPAAB seeks seven artistic benches for the exterior of the building that reflects unity,
community, justice, service, law and order in Park City and Summit County, Utah. Artwork
submissions should engage the viewer well beyond the project's installation, and be crafted to
withstand functional use, and the elements, and to provide a visual barrier between the road and
the courtyard of the building. Project proposals must be for an artistic functional bench that can
support seating.
Preference may be given to artists who use sustainable practices in their work.
The artwork will be free-standing and cannot impact the facade building (see site plans attached as
Exhibit A). Artist(s) shall make no alterations, additions or improvements in or to the premises,
other than the installation of the benches.
Artists or Artist teams shall provide details and engineering calculations demonstrating the manner
of the artwork installation. Benches must be anchored to a concrete pad. Summit County will provide
the concrete pad. Finished benches must be:
? (Two) 8 foot benches (to be placed near the new building) - Benches should
not exceed 96” long x 18” seat height x 26” seat depth
? (Five) 5 foot benches (to be placed near existing building) - Benches should
not exceed 60” long x 17” seat height x 20” seat depth
Artwork Opportunity
Goals of the Silver Summit Services Building Exterior Benches:
SCPAAB is seeking seven artistic benches, two which will be 8 feet, and five which will
be five feet for the exterior of the Silver Summit Services Building that will:
? Reflect the goals of the project including the project’s theme of unity,
community, justice, service, law and order.
? Engage the viewer beyond the project’s installation.
? The artwork must be fabricated in durable, permanent, outdoor materials that are safe, easily
maintained, and proven its viability in public installations. The artwork must be able to withstand
deep snowfall, high winds, and variable temperatures.
? The artwork must be suitable for public viewing by all ages and the general public. Artwork that
has profanity, nudity, political messaging or otherwise inappropriate content will not be
considered. Artwork proposals shall be appropriate for a diverse public audience and should not
include political or partisan messaging, advocacy-related imagery, or symbols commonly associated
with divisive social or political movements. The intent of this project is to create artwork that
is broadly welcoming, community centered and accessible to all visitors.

Artist Selection Criteria
Panelists will use the following criteria to rank submissions. Please note that late or incomplete
applications will not be accepted.
1. A proposed concept that achieves the stated goals of the Silver Summit Services Building
Exterior Art Benches goals and objectives.
2. A demonstrated applicant ability to create artworks appropriate in concept for this project,
including examples of past works, and references.
3. A demonstrated applicant ability to meet and conform to the demands of project schedule
including but not limited to design review and artful seating installation.
4. Adherence to the maximum budget of ten thousand, one hundred and forty-six dollars and
thirty-five cents ($10,146.35) for each 8-foot bench, and six thousand three hundred and forty-one
dollars and forty-six cents ($6,341.46) for each 5-foot bench, for a maximum project total of
fifty-two thousand dollars ($52,000).
5. Functionality and durability of the proposed artwork. The art is intended for
permanent outdoor display and must take into consideration variable climate, such as high winds,
temperature, snow, etc.
6. Professional References - Applicants should list and provide contact information for at least
three (3) references to contact for similar work performed.
Respondents may apply for one or up to seven of the artistic benches. Respondents are encouraged to
create one-of-a-kind designs that are flexible as the selection committee and county staff will
determine placement of selected artwork across the site. Proposals should indicate whether a design
is intended for specific placement or if it can serve any of the bench location sites. This will
allow the selection committee and county staff to determine best fit for each location while
maintaining artistic integrity.
ARTIST SELECTION PROCESS
Selection Panel
The Summit County Public Art Advisory Board (SCPAAB) shall serve as the selection committee to
evaluate proposals. Staff from the County may also provide input on the selection. The selection
panel will convene to review proposals and select up to seven proposals for final approval by the
County Manager. The Arts Council will check references of finalists. The County Staff Liaison and
the Arts Council shall coordinate directly with selected artists. The County Manager may seek input
from the County Council. Selection of Public Artwork shall be based upon adherence to the goals
outlined in this RFP.
Summit County reserves the right to cancel this project and/or choose not to select from the
submissions received through this Call to Artists or to select portions of each submission, as
negotiated with the artist or artist team. Proposals will remain valid for 90 days after
submission. The County reserves the right to change dates or deadlines related to this RFP. The
County reserves the right to reject any or all proposals received for any reason.
Public Art Meetings
All SCPAAB meetings are open to the public and are posted on the Summit County website at least 24

All proposals must be submitted as a single PDF not to exceed 10 pages. Proposals with multiple
attachments will not be accepted. Required application content is below.
Profile & Resume – Include a professional resume including contact information such as applicant
contact information: Name, Business Name (as appropriate), Address, Website, Social Media Sites,
Phone/Email.
Statement of Interest – Explain why the artist or artist team is interested in the project; how the
artist or artist team’s work is appropriate for this project; how the artist or artist team’s work
will reach the stated goals of the project. If submitting as a team, the statement should include a
description of any past collaborative work experience and how the team anticipates working together
on this type of project.
Initial Concept – Explain the artist’s or artist team’s initial concept for artwork at the proposed
sites. This should include design concept and goals; design sketches representing proposed
projects; how the design meets the project goals; art medium(s) to be used; materials; and
approximate installation time frame.
Conceptual design drawings including information about the actual dimensions of the artwork and
placement will be required.
Budget – The proposal must include a budget, outlining project costs including materials, labor,
insurance and direct costs.
Work Samples – Applicants may submit up to five (5) examples of past work with an annotated work
sample description including a brief description of the artwork, the title of the artwork,
completion date, medium, location and dimensions.
Contract – The respondents who are selected shall be required to enter into a professional services
contract with the County on a form to be drafted and approved by the Summit County Attorney’s
Office. Applicants should review the County's draft standard professional services agreement and
insurance requirements posted at Summit County Public Art Opportunities webpage. If the respondent
requests any changes to the draft professional services agreement or insurance requirements it must
be requested as part of the proposal. Any requested changes to the draft standard professional
services agreement and insurance requirement may count against the responder.
References – Applicants must provide a minimum of three (3) professional and/or client references
with their applications.
