The City of Methuen is soliciting proposals from qualified vendors for the curbside collection and disposal/processing of municipal solid waste (MSW) and recyclables for a three-year period anticipated to begin on July 1, 2026 and ending June 30, 2029 with two additional one-year options. Proposals must be submitted (one original and five copies) to the City of Methuen, Clerk’s Office, 41 Pleasant Street, Suite 112, Methuen, MA 01844, and must arrive in a sealed envelope marked, “Proposal(s) for Solid Waste & Recycling Services”, no later than 11:00AM on Wednesday, February 18, 2026.
Also requested in conjunction with collection and hauling services as part of this solicitation is disposal of MSW at an approved incineration facility and delivery & processing of the City’s recyclables at an approved materials recovery facility (MRF).
Proposals must include a written description of how services will be performed (e.g. number and types of trucks to be used; number of employees per truck; weekly schedule; etc.) and the proposed fee, per ton of MSW for trash service and per ton of recyclables for single stream recycling.

The City of Methuen has an estimated population of 53,059 people according to the U.S. Census Bureau’s 2020 data and currently generates approximately fifteen thousand two hundred (15,200) tons of MSW and three thousand nine hundred (3,900) tons of recyclables annually through its curbside collection program.
The City of Methuen reserves the right to reject any and all proposals, or parts thereof, if doing so is deemed to be in the best interest of the City.
