CITY OF RAWLINS INVITATION TO BID

One (1) NEW 2025 or NEWER CATERPILLAR 938 WHEEL LOADER for the City of Rawlins Landfill with an associated Trade-In of one (1) Caterpillar 928 G serial number DJD 02165 currently with 15,312.4 hours.

THE CITY OF RAWLINS will receive sealed bids (NO FAXED OR EMAILED BIDS) for one (1) new 2025 or newer Caterpillar 938 Wheel Loader with a Trade-In of one (1) Caterpillar 928 G serial number DJD 02165 with currently 15,312.4 hours, in the City Clerk’s Office at City Hall, PO Box 953, 521 W Cedar Street, Rawlins, WY  82301, until Thursday on September 18, 2025, at 2pm at which time bids will be publicly opened.  No bids will be considered that are received after the closing date.  All bids will be on separate forms and in sealed envelopes clearly marked with the name of the project “Public Works – Landfill – Caterpillar 938 Wheel Loader” in the lower left-hand corner.

Bidding documents including but not limited to bid specifications are available from the City Clerk’s Office at the address shown above, by calling 307-328-4500, or by downloading them from the Rawlins website at www.rawlinswy.gov . Bidders must use the City of Rawlins Bid Form.  All questions should be addressed to Public Works Director Cody Dill or Landfill Superintendent Willie Trimble at 307-328-4599.

The “General Provisions,” “Bid Form,” “Invitation to Bid,” and Wyoming Statute §15-1-113 are incorporated by reference and made a part of the bidding documents and invitation to bid.  The City of Rawlins reserves the right to accept deviations from the specifications and to waive any and all formalities or technicalities in the bidding in the sole discretion of the City. The City reserves the right to reject all bids or accept any bid, which in its sole and absolute judgement, shall under all circumstances, best serve the City’s interests.

This project requires a five percent (5%) bid security.  The City may require up to forty-five (45) days after the opening of the bids for acceptance of the winning bid.

Pursuant to W.S. § 16-6-106 preference is hereby given to materials, supplies, agricultural products, equipment machinery and provisions produced, manufactured, supplied, or grown in Wyoming, quality being equal to articles offered by the competitors outside of the state.
