1. SERVICES REQUIRED

The RM seeks qualified firms to provide annual audit services for consolidated financial statements under Public Sector Accounting Standards (PSAS), commencing with the fiscal year ending December 31, 2025.

Key Requirements:

Annual audit of consolidated financial statements
Management letter with recommendations
Post-audit presentation to Council
Audit completion by May 15 annually
3-year contract (2025, 2026, 2027) with 2-year extension option

2. BACKGROUND

Financial Overview:

Annual budget: $2.3 million
Accumulated surplus: $9.7 million
Two dissolved Special Service Areas (Shackleton 2014, Lancer 2022)
Complex consolidation and infrastructure accounting requirements

Previous Audit Issues: Recent audits have experienced significant cost overruns and qualified opinions. The RM requires improved cost control and audit quality.

3. MANDATORY REQUIREMENTS

Firm Qualifications:

Licensed CPA firm in Saskatchewan
Minimum 5 years municipal audit experience
Professional liability insurance ($2 million minimum)
No conflicts of interest

Personnel:

Engagement Partner: CPA with municipal experience
Team members with PSAS expertise

4. COST CONTROL REQUIREMENTS

Given recent cost overrun experiences, proposers must provide:

Maximum Fee Commitment:

Firm fixed prices for all three years (not estimates)
Any additional work requires prior written approval
Cost overruns above 10% of quoted fee prohibited without authorization

Fee Structure:

Base audit fee with defined scope
Hourly rates for additional work (if pre-approved)
All administrative fees and expenses included in quote
