The City of North Charleston is seeking proposals from qualified consulting firms to develop a comprehensive Safety Action Plan and corresponding implementation grant application. The Plan will analyze traffic safety risks, prioritize cost-effective safety countermeasures, and position the high-priority projects for implementation funding. The implementation grant application will combine one or more high-priority projects to request funding from FHWA’s Safe Streets & Roads for All (SS4A) program or another similar federal funding program. The Action Plan must meet the FHWA’s “Components of an Action Plan”, as identified on their website . The selected consultant will ensure the Plan aligns with the U.S. Department of Transportation’s National Roadway Safety Strategy and the federal goal of zero roadway deaths using a Safe Systems Approach . BACKGROUND: North Charleston is the deadliest city to travel in South Carolina. Between 2018 and 2022, there were a total of 114 traffic fatalities in the City of North Charleston, ranking first among all South Carolina cities. This corresponds to a fatality rate of 19.70 per 100,000 people over that period. These safety outcomes are compounded by equity issues. According to USDOT’s Equitable Transportation Community (ETC) Explorer, 84,600 (61%) North Charleston residents are considered disadvantaged. This includes 16% of North Charleston residents who meet USDOT’s definition for limited transportation access and 56% who meet USDOT’s definition for transportation cost burdened. To help address these safety issues, SCDOT and the City of North Charleston have recently completed, in-progress, or will soon start road safety audits for the following areas: A shley Phosphate Road Dorchester Road Remount Road Tanger Outlet Mall University Boulevard In addition, the Berkeley-Charleston-Dorchester Council of Governments (BCDCOG) is currently developing a regional safety action plan, Charleston County is integrating its Computer-Aided Dispatch (CAD) system with neighboring counties via SS4A funding, and the neighboring jurisdictions of Charleston and Summerville are working on municipal safety action plans. All Proposals and all required product information and any other items as indicated in the following document must be returned, properly completed, and in a sealed envelope, or your Proposals may be disqualified. The responsibility for submitting Proposals before the stated time and date is solely the responsibility of the Proposer.
