Request for Qualifications
The City of Wabbaseka, Arkansas, is currently soliciting engineering services for the planning and design of its water system improvements. The engineering services will be in accordance with the Arkansas Natural Resources Commission requirements for the Drinking Water State Revolving Fund (SRF) and will consist of, but not be limited to, the following:
1. Preparation of a Pre-Application and Preliminary Engineering Report for the Water Wastewater Advisory Committee and Water Plan Compliance;
2. Preparation of a Facility Plan and Environmental Information Document;
3. Preparation of a SRF loan application to meet Capacity Development Requirements (financial, managerial, and technical capabilities for sustained operation);
4. Designing and preparing plans and specifications for the water system improvements;
5. Preparation and implementation of a Project Performance Workplan and Operation & Maintenance Manual.
Interested engineering firms are invited to secure a Qualifications Package from City of Wabbaseka Mayor Andrew Goodloe by calling (870) -766-4262. Each interested engineering firm will be required to submit _4__ copies of a statement of qualifications that includes:
1. Identification of the legal name, office location(s), and principal owner(s) or partner(s) of the firm;
2. A statement of the proposer’s understanding of the project;
3. A list identifying the location, owner, cost, brief description, and disposition of work which is comparative in nature to the project considered under this proposal;
4. A resume of the qualifications and experience of each member of the proposer’s staff and any other technical consultants who may be employed for this project.

by or before March 10, 2026 at 2:00 pm. Engineering firms that provide a statement of qualifications may be asked to participate in interviews prior to final selection. Interview expenses shall be borne by the engineering firm.
The selection process will conform to the provisions outlined in the Arkansas Code Annotated 19-11-801—806 and federal regulations 40CFR part 31.36 and OMB Circular A-102.
