CITY OF WILMOT, ARKANSAS
REQUEST FOR PROPOSALS
EECBG ENERGY AUDIT & LIGHTING RETROFIT PROJECTS
RFP NO. EECBG-2026-01
The City of Wilmot, Arkansas is soliciting sealed proposals from qualified firms to provide ASHRAE Level II Energy Audit services and Lighting Retrofit services funded through the Energy Efficiency and Conservation Block Grant (EECBG) program.
The scope of work includes ASHRAE Level II Energy Audits for City Hall, the Fire Department, and the Wilmot Community Center, and lighting retrofits including fixture replacement and installation for street lighting, City Park lighting, and Community Center parking lot lighting. Outdoor lighting shall be included as part of the overall energy audit and retrofit evaluation.
Copies of the RFP will be available beginning February 9, 2026, and may be requested during normal business hours.
Publication dates are February 8, 2026 and February 15, 2026.
The deadline for questions is February 26, 2026 at 3:00 p.m. CST. Proposals must be received no later than March 4, 2026 at 3:00 p.m. CST. Proposals received after the deadline will not be considered.
No pre-proposal conference or walkthroughs will be held.
Proposals may be submitted in sealed hard copy or electronically in PDF format:
Hard copy proposals shall be delivered to City of Wilmot, Mayor’s Office, Attn: Mayor Carolyn E. Harris, 2826 Highway 165 South, Wilmot, Arkansas 71676.
Electronic proposals shall be submitted by email to mayorceharris@windstream.net with the subject line “RFP – EECBG Energy Audit & Lighting Retrofit Proposal.”
This project is federally funded and subject to applicable federal requirements, including Buy America, Build America (BABA), Davis-Bacon Act, and Equal Employment Opportunity laws and regulations. The City of Wilmot is an Equal Opportunity Employer.
The City of Wilmot reserves the right to reject any or all proposals, waive informalities, and award the contract or contracts deemed most advantageous to the City.
