REQUEST FOR
QUALIFICATIONS
A. Crittenden County, Arkansas is requesting statements of qualifications from interested engineering, environmental, and safety consultant’s professionals for advice and assistance in conducting evaluation of small and utility scale wind ordinance and recommendations, restrictions, and conditions for granting of use permits proposed for Crittenden County, Arkansas and setting reasonable fees to be paid by developers (scope of work)
B. The need for these services is to assist Crittenden County officials in decision making process of what: (1) restrictions and conditions should be set in permit application process concerning wind projects proposed to be located in Crittenden County, Arkansas to reasonably protect the health, safety and economic wellbeing of citizens of Crittenden County, Arkansas that live near or persons who own property in the vicinity of proposed wind energy projects (small & utility scale) as defined in proposed ordinance submitted by developers Triple Oak Power that have not leased or sold land to these development projects or who have not consented to locations of wind turbines adjacent to them; and (2) fees Crittenden County, Arkansas should charge developers to offset their costs, and enforce the provisions of any ordinances adopted and any permits awarded.
C. Copies of these requests for qualifications and proposed ordinances will be mailed or emailed to professional firms known to engage in these type services. These requests for qualifications will also be published in the Arkansas Democrat Gazette and Memphis Commercial Appeal but any professionals responding pursuant to publication should contact Crittenden County Judge for copies of proposed ordinance for cost saving in publication costs.
D. To facilitate review, submission should conform to the following format:
1. A letter of introduction, signed by an officer or principal of the firm with contracting authority. Include an email address. This address will be used for all. Communication related to shortlist, interviews, and selection.
2. Experience of the Firm: Provide a description of your firm’s prior experience and qualification in engineering, planning, safety, and environmental analysis of small and utility wind energy projects. This should include any experience in developing or analyzing utility scale wind projects, consulting with governmental authorities as to necessary and reasonable set-backs, noise abatement and any other requirements necessary to protect adjoining utilities, roads, lands and other structures not leased by solar or wind energy developers with emphasis on protecting use of adjoining farm lands being used primarily for growing of rice, soy beans, cotton, and wheat.
3. Any connections to developers and Triple Oak Power that could create a conflict of interest in providing these services to Crittenden County, Arkansas.
4. Project Team (Key Staff): Identify the proposed Project Manager and key project team members and responsibilities. Provide a brief resume for each person outlining their credentials and experience.
5. References: Provide the name and contact information for at least three (3) references familiar with the quality of work by your firm of similar nature as contained in the above scope of work.
6. Current Projects: List projects currently under contract with federal, state, county, or city agencies of a same or similar nature to the scope of work requested.
7. Insurance: Provide proffer of current professional liability insurance coverage (1,000,000 minimum required)
8. Licensure: Provide proof of licensure. All firms should be licensed in the State of Arkansas.
Selection will occur based on screening and evaluation of written proposals and possibly interviews in response to this Request for Qualifications. The most qualified respondents may be invited for interview, from which a minimum of three firms will be selected and ranked, or the county may elect to select and rank three firms from the written proposals provide 3 or more proposals are submitted. The deadline for written proposals will be at 4:30 pm at the office of the County Judge of Crittenden, 100 Court Square, Marion, Arkansas on 2/27,2026.
