Amendment 01: This amendment provides a spreadsheet that offerors who are invited to participate in Phase II shall utilize to present their proposed cost/pricing structure in the Phase II Final Contract Solution. It also provides a template for offerors’ questions to the solicitation.



Sections 5.2.2 Phase II - Cost and/or Price Information and 8.0 List of Attachments are revised to provide reference to new Attachment 3: Pricing Structure. Changes within the solicitation document are identified by red font. As stated in the solicitation, cost/pricing information shall only be submitted if/when an offeror is instructed to do so in an invitation to participate in Phase II. Additional instructions for the Phase II Final Contract Solution may be provided in the invitation. Cost/pricing information shall not be submitted in Phase I.



Additionally, this amendment provides a template that offerors should use to submit questions related to the solicitation. The template for questions does not necessitate changes to the language in the solicitation document. The due date/time and other instructions for submission of questions remain unchanged.



All other instructions and/or terms and conditions of the original posting/solicitation remain unchanged.

This is a procurement action using the Commercial Solutions Opening (CSO) procedures authorized by Section 880 of the 2017 National Defense Authorization Act (NDAA) and as amended by Section 7227 of the FY23 NDAA. This procurement is subject to the limitations outlined in the General Services Acquisition Manual (GSAM) Part 571 and the associated CSO Guide. This procurement method is used to competitively procure innovative commercial products and commercial services to include innovative technologies and solutions using the commercial solutions opening.



GSA is seeking a partner(s) to support a pilot project to assess the feasibility of an innovative, end-to-end commercial payments platform with associated products, services, and systems. Selected partner(s) will be required to provide all associated services for charge card and commercial payments management for a subset of GSA’s internal purchase, travel, and fleet business lines including, but not limited to, issuance, commercial payment systems, fraud analytics, data mining, and information security.



This pilot will not encompass the entire GSA SmartPay program. Rather, GSA will require the contractor(s) to establish accounts and/or payment solutions for a subset of GSA’s own internal agency purchase, travel, and fleet transactions. The goal of this project is to explore solutions for a more competitive, flexible, and innovative environment in order to help inform the future of the GSA SmartPay® program requirements, and to help ensure the program remains effective and adaptable to evolving government needs. This includes considering commercially available solutions from innovative offerors who may not already do business with the government.

Questions/comments, which are properly submitted in writing by 9 July 2025, 7PM Eastern Standard Time (ET), will be consolidated and posted as an attachment to this posting.



Phase I Written Solution Briefs (see solicitation document for more details) shall be received by email submission no later than 08 August 2025, 7:00PM ET to nichole.ammon@gsa.gov AND spcard@gsa.gov with “GSA Commercial Payments CSO Phase I Written Solution Brief - 47QRAB25R0002” included in the subject line along with your company name. Any solution briefs submitted after this date and time will not be evaluated by the government.



The offeror is expected to examine the entire solicitation document attached to this posting. Failure to do so will be at the offeror’s own risk. Solutions shall set forth full, accurate, and complete information regarding the commercial product/service as required by this solicitation package. The penalty for making false statements in proposals is prescribed in 18 U.S.C. 1001.
