Description

Notice of Intent to award a sole source contract to Navy Legacy Flight Foundation (NLFF)



The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award utilizing Simplified Acquisition Procedures to NLFF, a 501(c)(3) non-profit organization, to provide the following:



Pilot attendance and initial training is required to be qualified for level III Acrobatic maneuvers. The following training events:



1.1 International Council of Air Shows (ICAS) Convention (Las Vegas) 09 DEC 2024-12 DEC 2024



ICAS convention is a lectures conference held at Paris Hotel 3655 S. Las Vegas Blvd, Las Vegas, NV 89109 where Tactical Demonstration (TACDEMO) teams will select their preferred airshows for the 2025 season. The Chief of Naval Air Training (CNATRA) requires two to four pilots to be in attendance. Conference covers air-show-related issues, including safety, regulatory concerns, industry standards and best practices, interaction with the military, and professional ethics. Covering 2024 ICAS membership, ICAS booth fee, booth hook-ups, ICAS registration, airfare, hotel parking taxi from airport, taxi to airport, and Per Diem (M&I.)



1.2 Federal Aviation Administration (FAA) Certification (Lemoore) 14-16 FEB 2025 or 21-23 FEB 2025



Legacy and TACDEMO teams will perform their show to FAA representatives for certification usually a 4-day event (Thursday-Sunday). CNTRA requires all Legacy pilots to participate in the following:



1.2.1 Day one: Legacy civilian warbirds fly into NAS Lemoore



1.2.2 Day two: Legacy training begins with a mass brief for all active duty and civilian pilots with the FAA sitting in. Consists of 15-20 active duty Navy/Marine pilots and about 10 civilian airshow pilots. We overview the instruction, flight profiles, airshow rules and end it with which shows each team will be flying that year



1.2.3 Day three: Flight training begins which consists of 10-12 flights where we cycle all of the pilots through both civilian and military to fly the legacy profile (modern fighter flying formation with an old navy warbird). During this the formations consist of 2 ship, 3 ship and 4 ship so that the FAA can see all potential formation options we conduct. In addition, each demo team conducts at least one full TACDEMO profile which is a single ship F-18 or F-35 demonstration for the FAA to also certify.



1.2.4 Day four: This is just a backup training day in case of any cancels from the day prior to make sure all training is completed.



The applicable North American Industrial Classification System Code (NAICS) code these services fall under is 711320 - Promoters of Performing Arts, Sports, and Similar Events without Facilities, with a size standard of $22,000,000 in revenue.



This notice of intent is for information purposes only. All sources that believe they are eligible to provide this requirement must respond in writing.



Responses must be supported with clear and convincing evidence to clearly articulate the ability and technical representation to provide this requirement as outlined above.



A request for documentation will not be considered as an affirmative response. If no responses are received within three (3) calendar days after publication of this notice, to the effect that technical acceptable items are available and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole-source acquisition award will be made to NLFF.
