Clean Water, Clean Air and Green Jobs Environmental Bond Act of 2022 Coastal Rehabilitation and Resilience Projects
Description:

The NYS Department of State (Department or DOS) is soliciting applications through the New York State Consolidated Funding Application (CFA) through the Clean Water, Clean Air and Green Jobs Environmental Bond Act of 2022 (Bond Act) from eligible municipalities (counties, cities, towns, villages, Indian Nations or Tribes recognized by the state or United States), Not-for-Profits, Soil and Water Conservation Districts, and New York State Agencies and Authorities to implement coastal rehabilitation and resilience projects located within the New York State Coastal areas, areas draining into the New York State Coastal area, and/or areas within the Coastal Nonpoint Source boundary.

The Coastal Zone Management Act of 1972 is a federal law that encourages states to develop and implement land and water-use plans. New York State adopted a Coastal Management Program (NYS CMP) in 1982 that is committed to balancing competing land and water uses in the coastal zone. The Department of State (DOS) is the designated state agency administrator of the NYS CMP. Federal Consistency Review is the regulatory tool that enables the management of coastal uses and resources while facilitating cooperation and coordination with involved State, federal and local agencies.

In this solicitation, the Department is prioritizing applications that support or are inspired by nature or natural processes and also offer environmental, economic, and social benefits while increasing resilience; applications submitted by cooperating applicants addressing regional issues and projects demonstrating a direct benefit to Disadvantaged Communities identified by the NYS Climate Leadership and Community Protection Act ; and to projects that demonstrate the incorporation of the NYSDOS Resiliency Principles in the development of projects.
